Unfortunately, timing, subjectivity and influence tend to factor into the ability to attribute a 'Must Promote' rating... It would appear that the reporting senior assumed he was constrained if the rating concurred with the annual reviews of all those he reported on, or his subjective opinion swayed him from seeking to leverage the timing of a separation eval as an opportunity for that 'Free' rating... I suspect that he was likely mis-informed and possibly influenced by his superiors to lower his ratings accordingly... Based upon the article it is evident that the Navy was trying to punish them and drive them to leave on their own accord - as a result of their blind adherence to their perceived guidance and direction...

From where I sit as a USMC government civilian - I have filed for both Religious and Medical Exemptions - as I opted to play their games by there rules... As the follow-on mandates for Federal civilians in the Navy & Marine Corps DID NOT DIRECT PUNISHMENTS - they were solely used as an INTIMIDATION TACTIC without ANY ENFORCEMENT TEETH... I called their bluff - knowing that their 'way ahead' documentation to actually stand-up qualified BOARDs to assess all the EXEMPTIONS requests was worth the weight of the paper it was written on... They NEVER STOOD UP those BOARDS and NO EXCEMPTION REQUESTS for Department of the Navy Civilians have been reviewed, let alone denied... The ensuing Lawsuits are going to be EPIC, and all these Seals, and Military Personnel are going to be compensated for their losses... The writing is on the wall...

I am not aware of anyone saying that "nothing is happening". A lot is happening, it is very hard to keep up with. What I and others have been saying is that there is a whole lot of counting your chickens before they are hatched.
