this is just some scripture to sort of show the progression of this creation and the lords presence he created heaven and earth gave earth to mankind and his kingdom is in the heavens
He observed mankind from heaven mostly through the ot at times he came momentarily to earth like for instance here he came to see a closer look at what they were doing
“And the LORD came down to see the city and the tower, which the children of men builded. Go to, let us go down, and there confound their language, that they may not understand one another's speech.”

Other times he sent messengers from heaven to earth like this

But the concept of creation being two realms heaven which is Gods realm and earth which is mans realm is evident here . Just a consideration of the fact that we’re on earth now but it’s temporary after we pass away there’s another place we’re being offered we can’t yet see it though we have to hear about he’s be and believe by faith
“Wherefore the rather, brethren, give diligence to make your calling and election sure: for if ye do these things, ye shall never fall: for so an entrance shall be ministered unto you abundantly into the everlasting kingdom of our Lord and Saviour Jesus Christ.”
2 Peter 1:10-11
when we pass away as Christian’s from this world it is when we’re headed home
“These all died in faith, not having received the promises, but having seen them afar off, and were persuaded of them, and embraced them, and confessed that they were strangers and pilgrims on the earth. For they that say such things declare plainly that they seek a country.
But now they desire a better country, that is, an heavenly: wherefore God is not ashamed to be called their God: for he hath prepared for them a city.”
Hebrews 11:13-14, 16 KJV
I suppose the idea was to suggest this idea to look for that city that God has built for us after we part this world
“If ye then be risen with Christ, seek those things which are above, where Christ sitteth on the right hand of God. Set your affection on things above,
not on things on the earth.
For ye are dead, and your life is hid with Christ in God.”
