Just shut up and fix your economy, and most people will beat their swords into plowshares. NM's central region where Albaqurkie (I was never going to spell that right) is has a housing crisis worse than western NY. They aren't just killing each other- Suicide in NM is 50%> other states, they're killing themselves too. This stuff follows economic recession all the time.
But of course, more killing and death is what the DS wants... they just don't want you to have the capability to kill them.
