That is a misuse of what was said. As you have done it will be done unto you includes judging others and having vengeance on others. The Lord is very clear "vengeance is mine, I will repay"
Romans 12:19 Dearly beloved, avenge not yourselves, but rather give place unto wrath: for it is written, Vengeance is mine; I will repay, saith the Lord.
Hebrews 10:30 For we know him that hath said, Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people.
Psalm 58:10 The righteous shall rejoice when he seeth the vengeance: he shall wash his feet in the blood of the wicked.
I look to the Lord to judge and take vengeance because I know that He is much better at it than I am.
Psalm 94:1 O Lord God, to whom vengeance belongeth; O God, to whom vengeance belongeth, shew thyself.
I pray for the Lord to judge, and to show Himself, and for justice on evil doers. But I am not the judge nor am I the one who avenges himself. I am a witness and God is the judge.

When I preach the gospel I let them know, there is a carrot and there is a stick. Our job is to present the gospel of forgiveness to people and salvation from the coming judgement, not to short circuit the coming judgement. Last week I drove through Washington, down to the Columbia gorge, then up through Idaho and Utah and into Wyoming and South Dakota. During that entire drive I could see the geologic evidence of the great flood. Yes, the Bible tells us how big it was, but to see it up close, to realize how massive, how violent, how all encompassing it was. That was breathtaking. The Columbia gorge has evidence that the flood waters were 1,000 feet deep coming through the gorge. No one could escape. God will take care of everything, our job is to snatch people out of the fire while we still can. I was in Portland Oregon for six days and helped to hand out 21,000 bibles to people on the street. We have been called to be witnesses not judges and not avengers.
