Russia and North Korea have no restrictions, but they have discovered the same thing. Japan has no formal policy but families are not having enough children to replace those who die. This is pretty much the story of the Western world as well. Australia has raised the age that people can access the old age pension. People are living much longer, are healthier in general and welfare is sending the country broke. Hence importing hundreds of thousands of people to a country that already has a chronic housing shortage.

The climate change hype, fear of war, the fear of working multiple jobs and still no earning enough, the sense that people are powerless to change anything, fear, fear fear......name your catastrophe. Most people can find something to worry themselves to a sense of hopelessness. These are indeed the last days.
You have it wrong. The elites need people. They need people to control, to earn money to buy things to make the elites rich. A robot is never going to buy anything. Factories may well churn out cheap products, but if there if there is no one to buy them, it is pointless.
It seems counter intuitive, but one of the reasons the Union won the Civil War is that it had a better economy. And part of the reason for that was the end of slavery. Workers were paid, which means taxes and a stronger economy. Slavery was in theory the cheapest labour, but slaves also contributed nothing to the economy but their labour. Slaves also cost money to feed and house, even if that was rudimentary.
You can make up laws restricting family size or you can promote culture dismissive of motherhood or you can use ecological scare tactics to make people so fearful for their future children's lives they you end up deciding not to have Children..
There are probably more ways to get the end result they want.. The end result of course is the eventual destruction of societies of peoples of nations...

I would say we deal with things as they come. As Gideon mentioned, that old Chinese mantra of 1 child per family has proved disastrous now and i think they lifted this restriction but i'm not sure.
The balance that needs to be weighed here is environment vs population. As population increases the environment which we live our daily lives will become more difficult. So we deal with it as it comes.
