Where does the justification for The New Testament doers of the law in Romans 2:13 originate from?

Unfortunately, you are missing the point. It is as we walk in the Spirit that the Holy Spirit guides or leads us in all truth. And this is the very essence of Christ in me. But there is a very distinct empowerment that is divine. Too many Christians have a form of godliness, but deny its power. Trying to copy Jesus in your own strength is denying that power.
Copying Jesus only vs having the Holy Spirit inside of you are two different things. In order for you to follow the law you need the Holy Spirit in you. This is what was spoken of in the Old Testament and fulfilled in the New Testament.

1 Cor 3:16 Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you?

But you can grieve or quench the Spirit. He is always dwelling in us, but we can cut off fellowship with Him.

We have good or we have evil. And all we have to offer is evil, if we are not in fellowship with Him. The only good we can produce is divine Good ........When we are in fellowship with the Spirit.

After much discussion, Peter got up and said to them, “Brothers, you know that in the early days God
made a choice among you that the Gentiles would hear from my lips the message of the gospel and
believe. 8And God, who knows the heart, showed His approval by giving the Holy Spirit to them, just
as He did to us. 9He made no distinction between us and them, for He cleansed their hearts by faith.

10Now then, why do you test God by placing on the necks of the disciples a yoke that neither we nor our fathers have
been able to bear? 11On the contrary, we believe it is through the grace of the Lord Jesus that we are saved, just as they are.”

You are halfway there...sort of. But it's not just that the Spirit is there, but that the Spirit is empowering our actions and not we ourselves. When this isn't the case, we remain the temple of God, but are frustrating or grieving the work of Spirit in us. We are assuming the role of God in the temple, rather than submitting to God.

Paul mentions this. I submit many that believe they have the Holy Spirit in them do not.

1 Cor 13:5 Examine yourselves, whether ye be in the faith; prove your own selves. Know ye not your own selves, how that Jesus Christ is in you, except ye be reprobates?

I believe we will not be 100% there until we have our new Spirit Bodies.

1 Tim 2:4 Henceforth there is laid up for me a crown of righteousness, which the Lord, the righteous judge, shall give me at that day: and not to me only, but unto all them also that love his appearing.

We are 100% in obedience when empowered by the Spirit. We fall short 100% of the time when we are not.

Romans 2:11-15
11 For there is no respect of persons with God. 12 For whosoever have sinned without the law, shall perish without the law; and whosoever have sinned in the law, shall be judged by the law. 13 For not the hearers of the law are just before God, but the doers of the law shall be justified. 14 For when the Gentiles, who have not the law, do by nature those things that are of the law; these having not the law are a law to themselves: 15 Who shew the work of the law written in their hearts, their conscience bearing witness to them, and their thoughts between themselves accusing, or also defending one another,

That is why satans master work is religion. Lots of people doing"good", praising Jesus, following Him to the best of their ability, cleaning up their lives.......All for naught.

They never trusted in The Lord Jesus Christ alone for their salvation. All they produced was evil/lawlessness, because they never had the Spirit.

Or, in so many cases, simply have never been taught to walk in the Spirit.

Yes sir. In fact, that is the way I approach it all the time. If someone comes right out and say's," I am not saved." Then the gospel comes out!
