My feelings are really different from yours.
Maybe I have a different view.
In my opinion, repentance means that people who have done something wrong can understand that what they have done is wrong.And change themselves from the heart and mind.
In my opinion, whether by means of education or punishment.As long as people understand the meaning of repentance.I don't care how evil this man has done before.
What I can't imagine is that someone will refuse God's kindness.
I don't think there are such creatures in the world.

In Romans 1:24-32 does not speak of someone who is capable of repentance....

That does not speak of all those who get involved with homosexuality.
There are another category who do repent.

Jesus spoke those words in regards to the Jewish religious leaders.

For if they lived and ruled by the Word of God?
They were to righteously "lord" over the people, and in that sense, being gods.

Being gods,: because the Word of God is God. (John 1:1)
Therefore, if they would rule by the Word of God faithfully, to the people, God made these men to be 'gods.'

Even in the time of Jesus,Satan asked Jesus, can you turn stones into food?Jesus answered,mankind live not only by food,But by the word of God.
Jesus' answer is obviously with a clear purpose.This is clearly telling Satan that you should listen to God's word.Instead of answering Satan's question about whether Jesus can turn stones into food.For turning stones into food,Jesus seems to willing to tell Satan something else.

It's Not people are born in the guilty.Because Adam and Eve didn't listen to God's word, So they have sinned.This applies to everyone.The sins of Adam and Eve are not inherited like DNA.The Bible says that all men are guilty,In fact, it is means that mankind do not follow the word of God.
Jesus was innocent because he obeyed God's will, he follow the word of God, so we call Jesus is God, so be it.

Jesus also said that he did not come for the mankind of Righteousness.This sentence implies that mankind can be Righteousness and innocent.

Hell and the Lake of Fire are not the same thing... For all Hell will be thrown into the Lake of Fire. (Revelation 20:14)

Hell (Hades) is the waiting place for all unbelievers who die. Sometimes referred to in Scripture as "torments."
Those in hell/Hades are waiting for the Lake of Fire to be ignited and to be thrown in.
