I tend to think children are saved anyway, but regarding adults, one must be born-again to be saved.
unless a man be born again
"Man" here is in the universal sense, which includes men, women, and children. "One" conveys this better than "Man."

Regeneration is to be saved. We were all condemned to spiritual death and Christ died so we could live. If you're not born again, you're not spiritually alive (still dead in your sin) and if you are not spiritually alive, you cannot relate to God who is Spirit.

While even young children do sin, but I think they are not held guilty by it. I think the same applies to people with mental disabilities too, who cannot comprehend right and wrong.
How does that change "you must be born again?" I don't see an exception in Jesus' statement. Perhaps the problem is understanding what "born again" means.

God states in John 3 to Nicodemus, one must be born again (Made new) to see truth the kingdom of God, here and now, in trust to God even if not see what want to yet. First born of water ( which to me is not water Baptism) Water is born of the flesh nature of man and woman having sex. John 3:5-6 verse 6 to me explains what Jesus was saying to Nicodemus. Then we have John 4:23-24 about being born new in God's Kingdom. Then we have Jesus saying this earth is not his Kingdom. Heaven is, that is what his kingdom is.
Then we have Matthew 5:20
20 For I tell you that unless your righteousness surpasses that of the Pharisees and the teachers of the law, you will certainly not enter the kingdom of heaven.

God, has said through Son Believe, recieve and be new in love to all once received from God his love to you, with no condemnation Romans 8:1. Then see through verse 3 about the first birth of flesh nature in each of us first born here on earth first.
God saves by Son, that is done for us to be saved by God to us each one. Problem today is my own first born flesh birth that wants and can not have, yet wants and so goes after the things of on this earth in gatherings, getting so esoteric as if better than others, no one is better than another, to me at least. Still in learning process from God personally over me the self attitudes of the flesh nature that does not want to be dead daily, I see to die to me

The Old Testament Saints technically never believed in Jesus, they believed in the coming Messiah, but never knew His name would be Jesus. They are saved without going through the same process that takes place since Jesus' arrival. Jesus speaks about them in John 10, the Lost Sheep of Israel. He set them free from captivity (story of Lazarus/Abraham's bosom - rich man).

The claim, they are retroactive "Born Again" can be made, but it's not like the process Jesus explained to Nicodemus concerning "future believers."

Abraham Believeed God and it was accounted to him for righteousness (gen 15)

Paul said the people of the NT are saved by this same faith

Romans 4:
16 Therefore it is of faith that it might be according to grace, so that the promise might be [d]sure to all the seed, not only to those who are of the law, but also to those who are of the faith of Abraham, who is the father of us all 17 (as it is written, “I have made you a father of many nations”) in the presence of Him whom he believed—God, who gives life to the dead and calls those things which do not exist as though they did; 18 who, contrary to hope, in hope believed, so that he became the father of many nations, according to what was spoken, “So shall your descendants be.” 19 And not being weak in faith, he did not consider his own body, already dead (since he was about a hundred years old), and the deadness of Sarah’s womb. 20 He did not waver at the promise of God through unbelief, but was strengthened in faith, giving glory to God, 21 and being fully convinced that what He had promised He was also able to perform. 22 And therefore “it was accounted to him for righteousness.”


23 Now it was not written for his sake alone that it was imputed to him, 24 but also for us. It shall be imputed to us who believe in Him who raised up Jesus our Lord from the dead, 25 who was delivered up because of our offenses, and was raised because of our justification.

I said they believed in the "Coming Messiah." That is Faith.

The Old Testament Saints technically never believed in Jesus, they believed in the coming Messiah, but never knew His name would be Jesus.

I assume children, especially younger ones like babies, are not born again. Instead, I think they are innocent. Galatians 5 gives some light about what is it to be born again:

16 This I say then, Walk in the Spirit, and ye shall not fulfil the lust of the flesh.

17 For the flesh lusteth against the Spirit, and the Spirit against the flesh: and these are contrary the one to the other: so that ye cannot do the things that ye would.

18 But if ye be led of the Spirit, ye are not under the law.

19 Now the works of the flesh are manifest, which are these; Adultery, fornication, uncleanness, lasciviousness,

20 Idolatry, witchcraft, hatred, variance, emulations, wrath, strife, seditions, heresies,

21 Envyings, murders, drunkenness, revellings, and such like: of the which I tell you before, as I have also told you in time past, that they which do such things shall not inherit the kingdom of God.

22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,

23 Meekness, temperance: against such there is no law.

24 And they that are Christ's have crucified the flesh with the affections and lusts.

25 If we live in the Spirit, let us also walk in the Spirit.

26 Let us not be desirous of vain glory, provoking one another, envying one another.
