But you are forgetting two things. (1) He criticized the government for bringing in illegals (even though he himself handed them a lot of free cash. So he is as guilty are Biden) He did not immediately deport them (or bus them out to Martha's Vineyard).
(2) Secondly he wanted to change the sanctuary city status of New York and cancel that because he just could not handle this any more. (But he also bragged about how black his administration was, and his anti-white racism was on full display. He probably lost a lot of white police officers).
He finally realized that the illegals had overwhelmed the system. Which should have been obvious to him and all Democrats right from the start. He said nothing until he had to personally deal with a crises that was unnecessary. As well as the criminality. He did not order the police to lock them all up.
So Biden and Harris weaponized the government against him, as they have done to all critics and even pro-lifers and especially patriots. These are Communist tactics designed to shut down all dissent.
