Well since the electoral college is only used in the presidential race the Democrats should control both the house and senate if they have the majority and should have an advantage in every single election for president.
BTW a state can vote to distribute the votes proportionately, some do. The reason most states don't is because if they do they lose their value in an election. Since the difference is usually only a few percent the difference between winner and loser is only 1 electoral vote. As a result no one campaigns in those states and those states don't influence the parties platforms.
But if the majority of Americans are Democrats by all means have the democrat states vote to divide the electoral votes proportionately. If California and NY did that the Democrats wouldn't win another election for president.

Also it is reasonable to think that millions of people will sign this, maybe even tens of millions. So it also exposes the lie that concerning the polls.
However, on the other hand do we really want someone doing this? This is almost like paying people to vote for a certain candidate. These campaigns have $500 million or more. Imagine if they both do the same thing in four years. If Kamala Harris or one of her supporters were doing this I'd call it election fraud.
