Being reasonable as I am... the vast majority of people in the US are "unfit" to command a nuclear sub of any kind. So what did he do that makes him a black hat? Captain Patterson of the USS Georgia was removed for "loss of confidence" which probably means he made a single questionable decision.

These three held literally some of the most difficult jobs in the military. When it it discovered that someone in one of these jobs walks short of perfection, they are immediately removed.

But given the sources in this type of Covert Behind the Scenes scenario and warfare - I am of the mind put a tap on this sort of thing as 'smoke signals' "COMMS' from the white hats - with the assumption that where there is smoke there is fire...
As an analyst I am also compelled to 'Trust BUT Verify' all of the sources in this type of 'INFORMATION Warfare...
