God works in mysterious ways. Moses "drifted" into the central government of Egypt and was adopted as one of their princes and then delivered all of his people out from under Egyptian rule. And, similarly, this is also Esther's (Hadassah's) story.
Yes, God works through kings and kingdoms as standard operating procedure.
BTW.....these passages connect to Romans 9, and destroy the pretentions of the Calvinists.
Romans 9 speaks nothing whatsoever to individual salvation.
