I would think that the Cathedral would be priority in upkeep given how much the benefactors after the fire donated over a billion dollars for rebuilding it.The cause of the fire was either a cigarette or a short circuit electrical spark.
And the thing is that in Europe is all Form over Function which is the opposite of US.
