First, we need to realize that, in context, Paul was talking about Christ being shown to be the King of kings and Lord of lords at his appearing or at his second coming.

1Ti 6:13
I give thee charge in the sight of God, who quickeneth all things, and before Christ Jesus, who before Pontius Pilate witnessed a good confession;
1Ti 6:14
That thou keep this commandment without spot, unrebukeable, until the appearing of our Lord Jesus Christ:
1Ti 6:15
Which in his times he shall shew, who is the blessed and only Potentate, the King of kings, and Lord of lords;

When Christ returns at the last trump (1 Cor. 15:52), or when the angel sounds the seventh and final trumpet in the book of Revelation, the following will happen.

Rev 11:15
And the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of his Christ; and he shall reign for ever and ever.

At that time, Christ will rightfully rule as King of kings (over all the previous kings of the earth) and Lord of lords (over all the previous lords of the earth) as the kingdoms of this world come under his rulership.

In fact, we see Christ bearing this title of King of kings and Lord of lords on his vesture, and on his thigh, at his return elsewhere in the book of Revelation.

Rev 19:11
And I saw heaven opened, and behold a white horse; and he that sat upon him was called Faithful and True, and in righteousness he doth judge and make war.
Rev 19:12
His eyes were as a flame of fire, and on his head were many crowns; and he had a name written, that no man knew, but he himself.

And he was clothed with a vesture dipped in blood: and his name is called The Word of God.

And the armies which were in heaven followed him upon white horses, clothed in fine linen, white and clean.

The short answer to your question is that the kings in 1 Timothy 6:15 are the kings of the earth.

v. 16 provides insight that, whoever they are, they are mortal and "16He alone is immortal and dwells in unapproachable light. No one has ever seen Him, nor can anyone see Him. To Him be honor and eternal dominion! Amen." Having has a vision... It interested in the exact meaning of "seen" Him, and looking at the definitions give by Strong's Englishman's Concordance for that verse, I am struck by the thought that a more succinct intent of the meaning might be, "No one has ever stared at Him, nor can anyone [stare Him down]. ...I wasn't able to, anyway, nor could I even try to.
Is there even anyone that would think that they could?

It normally just means he is the highest king or authority but it also is in a literal sense because when he returns there are some kings that were ruling just prior to the second coming. These are defeated at Armageddon.

Rev 19:15 And out of his mouth goeth a sharp sword, that with it he should smite the nations: and he shall rule them with a rod of iron: and he treadeth the winepress of the fierceness and wrath of Almighty God.
Rev 19:16 And he hath on his vesture and on his thigh a name written, KING OF KINGS, AND LORD OF LORDS.
Rev 19:17 And I saw an angel standing in the sun; and he cried with a loud voice, saying to all the fowls that fly in the midst of heaven, Come and gather yourselves together unto the supper of the great God;
Rev 19:18 That ye may eat the flesh of kings, and the flesh of captains, and the flesh of mighty men, and the flesh of horses, and of them that sit on them, and the flesh of all men, both free and bond, both small and great.

Unless I'm misunderstanding you here, one of us would declare Jesus is King of kings and the Lord of all lords right now, today and forever His kingdom will grow until every enemy has been made a footstool for His feet. And one of us would say "He will be soon, but not yet. He's not King of kings just yet".

Is that accurate?

Sort of, but not quite. As I have recently been seeking to show someone on another thread, Jesus has been King long before his incarnation.

Isa 6:1
In the year that king Uzziah died I saw also the Lord sitting upon a throne, high and lifted up, and his train filled the temple.
Isa 6:2
Above it stood the seraphims: each one had six wings; with twain he covered his face, and with twain he covered his feet, and with twain he did fly.
Isa 6:3
And one cried unto another, and said, Holy, holy, holy, is the LORD of hosts: the whole earth is full of his glory.
Isa 6:4
And the posts of the door moved at the voice of him that cried, and the house was filled with smoke.
Isa 6:5
Then said I, Woe is me! for I am undone; because I am a man of unclean lips, and I dwell in the midst of a people of unclean lips: for mine eyes have seen the King, the LORD of hosts.
Isa 6:6
Then flew one of the seraphims unto me, having a live coal in his hand, which he had taken with the tongs from off the altar:

We know, by way of New Testament revelation, that this King, the LORD of hosts (Isa. 6:5), who Isaiah saw is Jesus Christ.

He hath blinded their eyes, and hardened their heart; that they should not see with their eyes, nor understand with their heart, and be converted, and I should heal them.

These things said Esaias, when he saw his glory, and spake of him.

Although Christ has rightly been the King since way before his incarnation, and certainly before his yet coming return, it is rather obvious that the kings of this earth have long been in rebellion against him. My intended point was that this will change when Christ returns to establish his kingdom here on earth during his Millennial Reign.

In other words, yes, Christ is already the King of kings, but, no, we do not see the ultimate outworking of that truth yet, and we will not see it until the time of Christ's second coming. I hope that clarifies my position for you.

It appears that when God scattered the peoples at Babel he gave dominion over the various nations that formed to the disobedient angels.

When the highest divided nations into parts as he disseminated the sons of Adam, he set the borders of nations according to the number of the angels of God; Deuteronomy 32:8
That would explain why every land or country had it's own god.

Know ye not what I and my fathers have done unto all the people of other lands? were the gods of the nations of those lands any ways able to deliver their lands out of mine hand? 2 Chronicles 32:13
And I said unto you, I am the LORD your God; fear not the gods of the Amorites, in whose land ye dwell: but ye have not obeyed my voice. Judges 6:10
Then said he, Knowest thou wherefore I come unto thee? and now will I return to fight with the prince of Persia: and when I am gone forth, lo, the prince of Grecia shall come. Daniel 10:20

God then chose Abraham to bring forth a people that would dwell in a land ruled by God. That was to be a temporary dispensation to establish the framework for the appearance of Christ who would be given dominion over the entire earth, because he was a son of man.

I saw in the night visions, and, behold, one like the Son of man came with the clouds of heaven, and came to the Ancient of days, and they brought him near before him. And there was given him dominion, and glory, and a kingdom, that all people, nations, and languages, should serve him: his dominion is an everlasting dominion, which shall not pass away, and his kingdom that which shall not be destroyed. Daniel 7:13-14
So Jesus does indeed currently rule the world from the throne of God within the context of the first 5 seals of Revelation, but he does so as a priest making reconciliation for his people. He will remain seated at God's right hand until the temple of God is fully built, at which point he will emerge from the holy of holies to gather his people together and execute judgment on the world in order to cleanse it from wickedness so that the eternal throne of God may be set up on earth.

The LORD said unto my Lord, Sit thou on my right hand, till I make thine enemies thy footstool? Matthew 22:44

The kings of this temporl earth have reigned for just a single lifetime. In a few more generations, all the elements will be disolved with fervent heat and cease to exist and in Rev 21-22, we see an new heaven and earth created that will be without end. In ten thousand years; no, in ten million years; no, in ten billion years; no... in eternity, each of the faithful will remain a king and priest after the order of Melchisedec and will reign with Jesus our eternal, incorruptible King of kings and High Priest after the order of Melchisedec, the only potentate forever and ever. The kings of this temporal earch will pale into oblivion by comparison with how long we shall reign with Jesus upon the new earth!

Rev 21: 21-27:
And the twelve gates were twelve pearls; every several gate was of one pearl: and the street of the city was pure gold, as it were transparent glass. And I saw no temple therein: for the Lord God Almighty and the Lamb are the temple of it. And the city had no need of the sun, neither of the moon, to shine in it: for the glory of God did lighten it, and the Lamb is the light thereof. And the nations of them which are saved shall walk in the light of it: and the kings of the earth do bring their glory and honour into it. And the gates of it shall not be shut at all by day: for there shall be no night there. And they shall bring the glory and honour of the nations into it. And there shall in no wise enter into it any thing that defileth, neither whatsoever worketh abomination, or maketh a lie: but they which are written in the Lamb's book of life.

Jesus is King and the saints are kings, and He is the High Priest and the saints are priests.

What do you suppose are the duties are of a priest of the New Covenant? And when the Apostle John writes the book of revelations, did he write it just to Christ's 12 Apostles?
So, in Rev 1: 6: And hath made us kings and priests unto God and his Father; to him be glory and dominion for ever and ever. Amen. You say that this speaks onlu to Christ's 12 Apostles, then when he calls those us in Rev 1: 5:
And from Jesus Christ, who is the faithful witness, and the first begotten of the dead, and the prince of the kings of the earth. Unto him that loved us, and washed us from our sins in his own blood, is this too only referring to the 12 Apostles too?
And in Rev 1: 3: "Blessed is he that readeth, and they that hear the words of this prophecy, and keep those things which are written therein: for the time is at hand." when the Apostle John says blessed is he that readeth and those who keep the words of this prophecy and those things written therein, is this too, only for Christ's 12 Apostles?
So this must also mean, if you're correct, that all of the book of Rev, in Rev 1: 1: The Revelation of Jesus Christ, which God gave unto him, to shew unto his servants things which must shortly come to pass; and he sent and signified it by his angel unto his servant John: is written just to Jesus' 12 Apostles; even though they are all dead when these things come to pass?
What foolishness!

What do you suppose are the duties of a priest after the order of Melchisedec? Are we not all of us given the word of reconcillation? Are not all the members of the body of Christ who are given the ministry of reconcillation? Isn't each one of us who was born of the Holy Spirit, able ministers of the Gospel? Is it just the 12 Apostles who are ambassadors for Christ? Do you suppose Jesus' 12 Apostles are the only ones who are to offer the sacrifice of praise unto the Lord?
2 Cor 5: 17-20: Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new. And all things are of God, who hath reconciled us to himself by Jesus Christ, and hath given to us the ministry of reconciliation; To wit, that God was in Christ, reconciling the world unto himself, not imputing their trespasses unto them; and hath committed unto us the word of reconciliation. Now then we are ambassadors for Christ, as though God did beseech you by us: we pray you in Christ's stead, be ye reconciled to God.
2 Cor 3: 6: Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life.
Heb 12: 15: By him therefore let us offer the sacrifice of praise to God continually, that is, the fruit of our lips giving thanks to his name.
Can you think of any other duties of New Covenant priests that might only apply to Christ's 12 Apostles?
Are we not all children of God? Are we not all glorified togeather with Christ?
Rom 8: 17: And if children, then heirs; heirs of God, and joint-heirs with Christ; if so be that we suffer with him, that we may be also glorified together.
In conclusion, the book of revelations and New Jerusalem is for all those whose names are written in the Lamb's book of life!
Rev 21: 27: And there shall in no wise enter into it any thing that defileth, neither whatsoever worketh abomination, or maketh a lie: but they which are written in the Lamb's book of life.

Yes, when the king of Kings is your father, then you are royal. When we function within the covenant of our father, we are priests. The current covenant in Christ is the reconciliation of man to God.

I speculate:
Rev 21: 23-27:
And the city had no need of the sun, neither of the moon, to shine in it: for the glory of God did lighten it, and the Lamb is the light thereof. And the nations of them which are saved shall walk in the light of it: and the kings of the earth do bring their glory and honour into it. And the gates of it shall not be shut at all by day: for there shall be no night there. And they shall bring the glory and honour of the nations into it. And there shall in no wise enter into it any thing that defileth, neither whatsoever worketh abomination, or maketh a lie: but they which are written in the Lamb's book of life.
Rev 22: 1-2:
And he shewed me a pure river of water of life, clear as crystal, proceeding out of the throne of God and of the Lamb. In the midst of the street of it, and on either side of the river, was there the tree of life, which bare twelve manner of fruits, and yielded her fruit every month: and the leaves of the tree were for the healing of the nations.
The nations of the kings priests will be located somewhere upon the new earth. And from time to time, one of the kings will be required to journey to New Jerusalem to obtain a leaf from the tree of life to heal their nation.
We're told in 1 Cor 6: 3:
Know ye not that we shall judge angels? how much more things that pertain to this life?
Heb 1: 14:
Are they not all ministering spirits, sent forth to minister for them who shall be heirs of salvation?
Scripture here is referring to beings who have never sinned, so our judging them, isn't for any fault, but as citizens of the nations mentioned above.
Lu 19: 12-20:
He said therefore, A certain nobleman went into a far country to receive for himself a kingdom, and to return. And he called his ten servants, and delivered them ten pounds, and said unto them, Occupy till I come. But his citizens hated him, and sent a message after him, saying, We will not have this man to reign over us. And it came to pass, that when he was returned, having received the kingdom, then he commanded these servants to be called unto him, to whom he had given the money, that he might know how much every man had gained by trading. Then came the first, saying, Lord, thy pound hath gained ten pounds. And he said unto him, Well, thou good servant: because thou hast been faithful in a very little, have thou authority over ten cities. And the second came, saying, Lord, thy pound hath gained five pounds. And he said likewise to him, Be thou also over five cities. And another came, saying, Lord, behold, here is thy pound, which I have kept laid up in a napkin:
I wouldn't be surprised to find that faithful service will be rewarded with many cities and slothful service may be rewarded with few cities for the kings and priests who rule with Jesus on the new earth...
