This is where the complexity of the battlefield is so complex and blurred it is just too difficult to unravel things in a black and white distinction as the very nature of this irregular warfare is that it is deliberately being fought in the grey area (by the DS) to create chaos, confusion, fear and division...

So as a fundamental rule of thumb in this scenario - if the message/narrative appears to transcend chaos, confusion, fear and division it is very likely that the source of the information is from the DS as "DIS-INFORMATION...
