I do not believe God laughs at the trials and afflictions of the innocent, and I do not believe that was Job's intent when the statement was made.

It was his intention and he made that clear by verbally attacking God for most of the book. After being chastised harshly by God for 3 chps, Job finally understands how awful and wrong he had been and repents.
