When are we most vulnerable to the devil?

I think it will be different for each person. The devil will want to attack us at our weakest point, and my weak point may be entirely different to yours. From experience, I can say that for me, it has been particularly when something has caused me to feel disheartened, sad, or upset, or when I have been particularly encouraged in the faith. We need always to heed Peter's words:

“Be sober, be vigilant; because your adversary the devil walks about like a roaring lion, seeking whom he may devour.” (1Pe 5:8 NKJV)
 
Years ago I saw some TV preacher use an anagram "halt"; meaning hungry, angry, lonely, and tired. Basically any time your flesh needs something.
 
The devil will start on you when you are 5 years old too, like he did me. This, was the first time I came to Jesus Christ. It started right away...

To answer the question, the devil attacks us because we are christians.
Something that can make us weak, is isolation from other christians.
We need each other to lift us up when we fall, to keep us going.
 
if the devil is not bothering you, he has you right where he wants you. the dirtiest damaged Bible made an old soul Christian clean & new.

If I may...

Until recently, I thought the same way: Jesus was most vulnerable after 40 Days of fasting in the wilderness.

Now, I see it differently: He had 40 days of applying the principles...

1. Man shall not live by bread alone, but by every word that proceeds from the mouth of God.
2. You shall not tempt the Lord your God.
3. You shall worship the Lord your God, and Him only you shall serve.

Physically He was hungry, but spiritually Jesus had just received the anointing of the Holy Spirit, practiced living on the word of His Father, practiced the reality that His Father cannot be tempted, and developed His understanding and assurance of His calling: as the Lord God.

To your question, it serves to claim that when we believe ourselves to be strong in our own strength we are most weak against the enemy. That's why pride comes before the fall.

The answer is no. God foreknows what the devil will do, just as He knew what the devil would try to do to Jesus. When we read about Jesus being tempted in the wilderness, it’s important to note that it doesn’t say Jesus went to the devil—it says Satan came to Jesus.
Matthew 4:3
3 The tempter came to him and said, “If you are the Son of God, tell these stones to become bread.”

This highlights that temptation often comes to us, not necessarily by our own choosing. What truly matters, however, is how we respond to the temptation. Our choices in the face of temptation are what define us.

Jesus used the word of God to combat the temptation.

However it happens after anyone does believe God in risen Son, it happens evil comes at us, Evil does not go after its own. No need when evil has got anyone under it's selfish control.
Once anyone announces they believe God, the evil is not concerned over that confessing to others in. public. evil is alerted to look at see if your soul is saved, and sees it is, will come after your for sure.
So, please understand this, thank you God Father and Son as Won for you, to have trust in you to not deny Father and Son as Won in the resurrection for you to get given this new life to stand in even if it goes awry

If you are using the word "flesh" as the bible often does, as the opposite of "spirit" I would agree that all temptation comes from our fleshly nature, prompted by the devil. But the particular sin I am tempted to commit may not be the same as for somebody else. For example, some people have a weakness for alcoholic drinks. I don't, for two reasons: I prefer the taste of a cup of tea or a glass of orange juice, and I am on medication which would react badly and harmfully if I did drink alcohol. The devil isn't going to bother to try to tempt me to get drunk!

Why misquote 1 Peter 5:8? It doesn't mention anything about being villagers, not does it say "Your adversary your own self walks around looking for all the ways to satisfy thyself seeking to destroy thyself by thy own sin. " No, the adversary is the devil. If it is the self, we would have to conclude that our sinless Saviour tempted Himself in the wilderness!

When we transgress

The doctrine of Christ.
 
My answer would be when we are at our lowest but this also is when God is there with us as well.
As believers we are in constant battles both good and bad when we are vulnerable it isn't weakness it is a point where we can choose to listen to God or the enemy a battle a war a choice to accept his word or the enemies.

Which percentage can/will be reduced as we learn more of GW until we share the mind of Christ (1Cor. 2:16, Eph. 4:11-15).
