The thought of sex with a woman may come, but dwelling on that thought or temptation, without taking it captive and giving it to Jesus, even without actually acting on it, is sin.

One could argue that you are acting upon it, if only in your mind. There is an interesting anatomy of sin in James 1 that includes a preoccupation with the temptation.
