The establishment of courts was too important to the social order to be ignored in antiquity. Law number seven refers to the establishment of courts to mitigate civil and criminal justice NOT as instruments of beheading to everyone that isn't a vegetarian and worships Jesus Christ as Lord.


Protestant's widely touted the benefit of the Noahide Laws as exegetical fodder against the Catholics in the seventeenth century when Europe was engulfed in religious wars.


But as a system of law, they failed because they aren't natural law as Protestants like John Sheldon once argued (which Isaac Abravanel discerned) and neither can they, as Joseph Albo pointed out "impart a full knowledge of the good."


Legal scholars and historians understand this. It's common in their writings. Nobody gives them any authority of law outside a few extremist rabbis in Judaism (with most dissenting) and far out modern conspiracy theorists like yourself.


The fact is that the Noahide laws were a prerequisite to living as a resident alien in the Land of Israel which became a dead-end presaging a far richer Jewish law which followed it.


The Noahide Laws were a Jewish counter point to the codification of the Ten Commandments at Sinai that was superceded. Today Noahide law is nothing more than a part of the legal heritage of archaic Jewish law which, from time-to-time, nations from antiquity to today acknowledge the historicity of. That's it!


You're desire to turn it into something else is a complete fabrication to accomplish your religio-political end game and all the name-calling in the world won't change that fact.


Religious, legal, and political scholars around the world rightly assert that Christianity (e.g. Christian revelation) ultimately rendered both Noahide and rabbinic law irrelevant as the gospel created a universal norm "written in their hearts, their conscience also bearing witness" and Christian law became the single greatest influence on the development of civil and criminal law in Western Civilization with secularization following.
