They are different from previous cartels that were simply looking to sell drugs or do prostitution, or some other crime.
This is a quasi governmental organization, which is why they call Venezuela a Cartel government, they have spread into other countries like Columbia, Peru, etc. and so in their home base they don't have to worry about the government because they are one with the government and it has their back. They also have no shortage of men willing to join. They can receive military training before being smuggled into the US and placed in a particular location.
Street gangs in the US are usually staffed with kids who are high school dropouts, and have extensive criminal record by the time they are twenty. This organization is like a large multinational corporation doing billions of dollars in revenue. They have the resources for special training and to bring in people who understand things that a high school dropout doesn't.
If you understand how they operate it is clear that a local police force is not equipped to deal with them. It is far more applicable to view them as a foreign invading force and you need the full strength of the US military with NSA, CIA, FBI, DEA, ATF, Coast Guard, Navy, Air Force, Seals, Rangers, Delta force, etc. However, with the US military it is actually easier to deal with them than with all the various street gangs composed of juveniles. Since they are adults and foreign nationals you can arrest, detain, deport, or put into military prisons without all the hassle of the DOJ. Since they have a communication network every arrest you make will connect to more and more members. It is like pulling up vines. Because they are classified as a foreign enemy combatants you don't need to worry about civil rights, or warrantless searches. NSA can listen to all of their communications and since it stores records of everything every time you arrest someone you can go back through all their communications. What Trump is doing is probably far beyond anything they imagined when Biden was president. Using the military to go directly to Venezuela is probably something they never imagined, but with the full weight of the US military they can probably be wiped out very quickly. Cut off drugs smuggled in and human trafficked people smuggled in and it is like cutting the vine so that it is no longer connected to the roots. Turn the heat on full blast with ICE and this vine will wither and dry up real fast.
We can use RICO against them and so we can completely gut these organizations of any money or assets they have.
