If you were an insurance company you would demand a new contract. Perhaps the odds are 50/50 so you want them to pay 60% of the value of their ship and oil to be insured. Without insurance no one is going to chance it.Not sure how they could shut down a 20 mile straight, without the use of force. It's just the threat of missiles and drones, why ships are hesitant of sailing through. Not unless Iran put mines every where.

Insurance companies don't want nothing to do with that, to high risk. Insurance companies are normally over committed, and usually the governments have to bail insurance companies after a huge disaster.
