Is the first time or the second time toward the dawn that they went to the tomb?
In my suggested scenario, all the women went to the tomb together leaving as the birds began to wake up and alert them to the fact that day-light was coming. On their way in the dark, the earthquake occurred, two angels appeared inside the tomb and pushed the stone outwards and one went out with a sword and radiating light and sat on the rock. The guards fainted from fear. The angels then unwrapped Jesus body, piling the up on one end of the stone slab. Then Jesus swung His legs off the stone ledge and sat up. He unwrapped the cloth from His head and placed it separately on the other end of the slab. And stood himself up - fulfilling His prediction that, if they destroyed the temple of His body, He would raise up His body again in three days (John 2:19). While the guard were unconscious, Jesus left the tomb and went to stretch His legs in the garden. The guard woke up and saw the tomb was empty, the angel gone, and made a search for the Lord in the garden, but they could not find Him, so they went to report to the Jewish leaders.
After they had left, the women arrived to find the grave unattended and the stone cast away from the tomb. Assuming the Jews had stolen the body, Mary was sent to the disciples to report their conclusion to them. Peter and John ran to the tomb with Mary following, and arrived to find the site looking as if Mary Magdalene was correct. They found the pile of grave-clothes the angels had dropped on one end and the head covering Jesus had placed at the other end, and believed Mary, because they did not yet understand that He must rise from the dead.

The wome accompanied Peter and John to the garden entry, and Peter and John returned to Jerusalem, while the women returned to the gravesite to discuss the situation some more before going back to Bethany. But on returning to the tomb they found the angel who had terrified the guards, again sitting on the stone. But this time he was probably not in his glorious form, but looking like a man dressed in white garments, telling them, "Do not be afraid.” Now the women hear the truth, and inspect the empty tomb, seeing on angel on the stone, then a second at the far end of the slab, and then both angels as the first one enters the tomb behind them and stands at the other end of the shelf. They are sent to the disciples with news of Jesus’ resurrection. They all leave together, but Mary Magdalene, who had a history of experiences with demons appearing as angels of light, has doubts that the angels are heavenly messengers, and returns to the grave. almost immediately she sees the angels again, who say

Woman, why weepest thou? she saith to them, Because they have taken away my Lord, and I know not where they have laid him.

And when she had thus said, she turned herself about, and saw Jesus standing, and knew not that it was Jesus.
Jesus allays her doubts by presenting Himself to her, and sends her to report his resurrection to the disciples. She immediately runs and catches up to the other women in time to see Jesus again, and then they together report to the disciples. Peter hears the report of having seen Jesus. So, he runs to the tomb but finds no angels and no Jesus, so
departs from the garden, wondering what had really happened.

Then Peter arose, and ran to the sepulcher, and stooping down, he beheld the linen clothes laid by themselves, and departed, wondering in himself at that which had come to pass.
I think Jesus appeared to Peter, as he had to the women, while he was returning to Jerusalem, because Paul says that Jesus appeared to Peter, and then to the twelve.
