The Lord is always judging sin, where ever and when ever there is sinning, whether by angels in heaven, or men on earth.

Even on the new earth, sin will be dealt with at His New Jerusalem gates:

Matthew 24 tells us AFTER the Tribulation ends.

The marriage supper shows us AFTER there's a new earth and the New Jerusalem comes down as a BRIDE according to John in Revelation.

Therefore "from the four winds" is a reference to dead people, and "from one end of the sky to the other" a reference to alive people. It is Christ that is Paul's foundation, and we have the context and scripture to see how Paul came to his conclusion, everything Paul said is founded on scripture we can still read.
Another example being circumcision of the heart, it was Moses who said that first: Deuteronomy 10:16-19.

All that to say, Paul never spoke of a mass disappearance of people, he was speaking about, the, resurrection, yet to come. The Bible describes resurrection, not a rapture.

After the resurrection and rapture of the righteous, the tribulation and wrath of the Lord on all the earth, followed by judgment between sheep and goats, His Mellinial reign will begin only with the natural sheep. All the hypocrites, persecuters, rebellious, and evil doers will be wiped clean off the earth.

A great and good beginning of a great and good reign of the Lord and His resurrected saints on earth.

28 so Christ, having been offered once to bear the sins of many, will appear a second time, not to deal with sin but to save those who are eagerly waiting for him.

However, it's not grammatically correct. It overlooks the Lord first dealing with sin among His own people, at His judgment seat:

Wherefore we labour, that, whether present or absent, we may be accepted of him. For we must all appear before the judgment seat of Christ; that every one may receive the things done in his body, according to that he hath done. Knowing therefore the terror of the Lord, we persuade men;

Heb 10:29
For we know him that hath said, Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people. It is a fearful thing to fall into the hands of the living God.

The believers found doing evil like the world, will be judged and appointed tribulation and wrath with the hypocrites of the world.

But and if that evil servant shall say in his heart, My lord delayeth his coming, And shall begin to smite his fellowservants, and to eat and drink with the drunken, The lord of that servant shall come in a day when he looketh not for him, and in an hour that he is not aware of, And shall cut him asunder, and appoint him his portion with the hypocrites: there shall be weeping and gnashing of teeth.
Afterall, the Lord is the righteous judge, so when He brings judgment on sinners, He does not unjustly overlook the sinners naming His name. But rather begins with those sinners:

For the time is come that judgment must begin at the house of God: and if it first begin at us, what shall the end be of them that obey not the gospel of God? And if the righteous scarcely be saved, where shall the ungodly and the sinner appear?

You may wait to be part of some wicked rapture, but there won't be any such thing.

Only the righteous will be harvested from the earth, to meet Him in the air at His second coming to earth.

Does not the 70th week put an end to sin??
No. The Lord's tribulation and wrath upon the earth, after He harvests His righteous people, only puts an end to open rebellion against Him. His righteous Millennium will begin with naturally good and obedient sheep, but there will still be transgressors among their offspring during the thousand years. Even as there was after Noah, among the children Abraham, Isaac, and Jacob, and among offspring of the saints in Christ Jesus today.

Everyone on earth must choose to serve the Lord or sin, for themselves.

Jos 24:15
And if it seem evil unto you to serve the LORD, choose you this day whom ye will serve; whether the gods which your fathers served that were on the other side of the flood, or the gods of the Amorites, in whose land ye dwell: but as for me and my house, we will serve the LORD.

Sinning on earth will not end, until the destruction of this world the last great rebellion of nations against God. Which will b immediately following the end of the Lord's thousand years reign:

And when the thousand years are expired, Satan shall be loosed out of his prison, And shall go out to deceive the nations which are in the four quarters of the earth, Gog and Magog, to gather them together to battle: the number of whom is as the sand of the sea.

And they went up on the breadth of the earth, and compassed the camp of the saints about, and the beloved city: and fire came down from God out of heaven, and devoured them.
