Jesus does not mention Spirit.
It was about water baptism.
Jesus was prophesying for what was to take place in the soon-to-be made know church age!

It took time for the apostles to understand what John the Baptist said.
Matthew 3:11
As for me, I baptize you with water for repentance, but He who is coming after me is mightier than I, and I am not
fit to remove His sandals; He will baptize you with the Holy Spirit and fire.
Mark 1:8
I baptized you with water; but He will baptize you with the Holy Spirit.
Luke 3:16
John answered and said to them all, “As for me, I baptize you with water; but One is coming who is mightier than I,
and I am not fit to untie the thong of His sandals; He will baptize you with the Holy Spirit and fire."
Acts 11:16
And I remembered the word of the Lord, how He used to say, ‘John baptized with water, but you will be baptized with

The water baptism of John was symbolic, a shadow baptism that Jesus would fulfill with the baptism of the Holy Spirit.
The water baptism was a one off physical event whereas the baptism of the Holy Spirit is internal and eternal.
Jesus said let US fulfil all righteousness...
"But John forbad him, saying, I have need to be baptized of thee, and comest thou to me?
And Jesus answering said unto him, Suffer it to be so now: for thus it becometh US to fulfil all righteousness. Then he suffered him." Matt. 3:14-15
It is no coincidence that both water baptism in the name of Jesus and receiving the Holy Ghost are involved in all detailed conversion accounts.

Obedience to water baptism in the name of Jesus identifies us with Him.

Luke 24:47 reveals that repentance and remission of sin would be preached in Jesus' name in all nations and would begin in Jerusalem. This prophecy concerned the NT water baptism. John's baptism introduced what was later modified to include the NAME of Jesus in association with His sacrifice as revealed at Pentecost.
"Therefore let all the house of Israel know assuredly, that God hath made the same Jesus, whom ye have crucified, both Lord and Christ.

Acts 2:38 must be read alongside verses like (Luke 24:47; Acts 3:19; 5:31; 10:43-47; 11:17,18; 13:38-39; 15:7-9; 16:31; 26:18) where forgiveness is explicitly tied to repentance/belief/faith and not water baptism. One must look beyond your pet verses and consider the totality of scripture.

Some get stuck in not knowing how to think when time traveling within the Bible.
They are stuck in not knowing what they are reading from another time, and how to think about it now.

Have you ever heard of the Apostle Paul?
Here is what Paul had to say about water baptism in relation to what it is to be now since we have entered the Church age.
In Paul's day there were still guys like you around that were troublemakers. Trouble for those wanting to learn how to grow in grace and truth, rather than doing rituals that were no longer needed.
Paul stated that he was not sent to baptize but to preach the gospel, and he only baptized a few individuals to avoid confusion and division among the believers (1 Corinthians 1:17). His focus was on spreading the message of grace rather than performing baptisms.
Paul baptized only a few, so you guys would put your shotguns down, and allow him to teach what was really need.
