That is part of the problem with bottom-up systems where every blockhead can vote. We can see it in the results. Politicians are seldom held to account by voters. Top-down, like kings, could be far better for all, provided the king is Godly and a protector. Bottom-up voting is subject to cheating by one side or the other, gerrymandering, money, lies, etc. All that would be eliminated by top-down systems, which is really what the collective culture deserves.
