God devotes a remarkable amount of attention to the little horn in Daniel 7, 8, 9, and 11. Yet this figure is often identified almost immediately, without first gathering and carefully examining all of the details Daniel provides.

Before deciding who the little horn is, perhaps we should ask the text itself:

When does this power arise?​
From what kingdom or political setting does it emerge?​
What conditions allow it to come to power?​
How is it different from the powers that come before it?​
What actions does it take against God, His truth, His sanctuary, His law, and His people?​
How long does its influence continue?​
Is it presented as one short-lived individual, a succession of rulers, or a continuing religious-political power?​

What relationship does it have to the fourth kingdom, the Prince, the daily, the covenant, the abomination, and the final judgment?​

Rather than beginning with Antiochus, Satan, or a future Antichrist and then fitting the verses into that conclusion, perhaps we should first assemble every identifying mark Daniel gives us. Once those characteristics are placed side by side, we can then ask which historical or future power actually fulfills the entire description—not merely a few selected features. So, before naming the little horn, we might try to answer some of the identifying marks (above) and / or others, given to us within Daniel.

Dan 7:1 In the first year of Belshazzar king of Babylon Daniel had a dream and visions of his head upon his bed: then he wrote the dream, and told the sum of the matters.
Dan 7:2 Daniel spake and said, I saw in my vision b y night, and, behold, the four winds of the heaven strove upon the great sea.
Dan 7:3 And four great beasts came up from the sea, diverse one from another.

Dan 7:7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns.

Dan 7:23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.

Babylon, Medo-Persia, and Greece will never have physical dominion again but their ways are still on earth.

The Roman Empire has already lost its dominion a long time ago. Rome is an insignificant city in Italy with little to no power worldwide.
 
The little horn is clearly the Roman Catholic church, a power that represents the religious and political supremacy for 1260 years.

This entity is identified by several distinct characteristics found in the books of Daniel, 2 Thessalonians, and Revelation, showing that it is the same power as the "man of sin" and the "blasphemous beast".

Get the timing right....
The little horn arises out of the fourth beast of Daniel 7 which represents the Roman Empire.
It specifically appears among the ten divisions of Rome after the empire was divided into ten kingdoms around 476 A.D. Daniel 7:7-8.

This power is "diverse" from the other kingdoms because it combines both civil and ecclesiastical authority.
It is ruled by a priest-king who dictates to the consciences of men while holding authority over the thrones of Europe.

Follow history... Three Kingdoms are uprooted...: To make room for its supremacy, three of the original ten kingdoms—the Heruli, the Vandals, and the Ostrogoths—were plucked up by the roots because they opposed the teaching and claims of the papal hierarchy. Daniel 7:8

It makes Blasphemous Claims: It possesses a "mouth speaking great things," claiming infallibility and titles such as the "Vicar of God" or "Most Holy Lord" Daniel 7:25.

It would cause Persecution of the Saints: This power makes war against the people of God and prevails against them for a specified period Daniel 7:21.
History records millions of martyrs who suffered under its reign during the dark ages.

The most significant mark of this power is its attempt to change the very law of the Most High.
The little horn "thinks to change times and laws," which refers specifically to the law of God, Daniel 7:25.

The Sabbath Change: This power laid hands upon the fourth commandment, attempting to change the Sabbath from the seventh day to Sunday.


Timeline of Supremacy.....1260-Year Period: The prophecy states the little horn would reign for "a time and times and the dividing of time," which represents 1260 literal years, Daniel 7:25.
This period began in 538 A.D., when the last of the three opposing horns (the Goths) was driven from Rome, and ended in 1798 A.D. when the Papal power was subverted and the Pope was taken into captivity by Napoleon's general, Bonaparte.

The little horn will continue its work of opposition until the second coming of Jesus Christ...

Historic protestant believers all believed that the little horn was the papacy.

History points to one power that fits all the identifying marks..

And don't let preterisum or futurism decieve you.. these forms of interpretation were invented by Catholic Jesuits to lead people away from the clear identification of the Catholic Church.

The little Horn is a small nation.. It's leader will become the leader of the beast empire.. The Beast initially has 10 horns.. that means the empire will have 10 nations controlling it.. ( this does not mean that it only consists of 10 nations. ) We see an example of this in Daniel 8 is of a Ram with two horns. One longer then the other. The shorter horn represented Media and the other longer horn represented Persia the ram was the Medo-Persian empire.. The two nations formed their alliance and where the controlling peoples of the empire.. Later on Persia took control of the Empire and the Meds control was removed..

Likewise in the end times beast ( empire ) 3 horns will be uprooted ( 3 nations will be removed from their positions of control ) this is detailed in Daniel 7:24 .. So in the end the Beast shall have 8 horns ( 8 nations ) controlling it.. The little horn and 7 normal horns..

The foundational leaders of the Reformation were unanimous in their identification of the Papal system as the predicted Man of Sin.

Martin Luther: The chief leader of the Reformation in Germany boldly declared the Pope to be the Antichrist and lived as an everlasting victor over the power of the Papacy.

John Calvin: Along with the Protestants of Geneva, he identified the Roman system with the antichristian power described in prophecy.

John Wycliffe: Known as the "Morning Star of the Reformation," he identified the Papacy as Antichrist and its monastic orders as a taproot of that system.

John Knox and John Wesley: Both the founder of the Presbyterian Church and the leader of the Methodist movement scripturally declared the Roman Catholic Church to be the Antichrist.

Melancthon: He was so convinced of this truth that he habitually wrote admonitions of the near approach of Christ’s second coming in the blank leaves of books, believing Popery would soon end.

The identification of the Papacy as the "little horn" of Daniel 7 and the "Man of Sin" in 2 Thessalonians 2 was supported by a long line of respected theologians and historians.

Sir Isaac Newton and Bishop Newton: Both were among the standard expositors who applied these prophecies to the Roman Church.

Adam Clarke: The famous commentator noted in his writings that the "little horn" of Daniel 7 denoted the Papal power.

Thomas Scott and Matthew Henry: These influential Bible commentators held the same Protestant view of the antichristian nature of Rome.

William Cunninghame and Edward Elliott: Elliott’s work, Horae Apocalypticae, is specifically noted for proving that the Pope is the Antichrist predicted in both the Old and New Testaments.

Other Notable Witnesses
Matthias of Janow: He predicted the rise of one from the common people who would prevail against the antichristian system.

This is SDA doctrine. Rome is weaker than ever, the catholic church isn't even faithful to their own false dogmas and the attendance is lower than ever. Islam is growing faster and taking over entire continents. The charismatic church is growing faster. It's a dead religion. By all means stay away from roman catholicism, but it definitely isn't the boogieman it was in the middle ages

What is noticeable so far is the lack of responses for this little horn to be one other than the papacy. And I think we might all agree that the majority of folks who study Daniel and the end times have identified this actor as the "antichrist" who arrives at the time of the end - not during the 4th kingdom of pagan Rome.

So I hope to hear from others that share that opinion and they can join in and we all can compare and discuss the identity of this most important actor in Daniel. I think we can all agree there are four kingdoms that God has revealed within the Book of Daniel, and it is WITHIN these four kingdoms where God will place all of His prophecies; meaning, the Book of Daniel is given to us to show us His plan of restoration and salvation for His people and His city and ultimately, as a result of their rejection, for all of mankind.

Having said that, it seems reasonable after studying chapter 2 that it will be the 4th kingdom where all of the major prophecies will take place. Whether it is chapter 2, 7, 8, or 11 God does not spend much time on the first three kingdoms. It is the 4th kingdom where He focuses on...

So, does everyone agree the 4th kingdom here in chapter 7 is the Roman Empire - specificially, pagan Rome?

If so, does everyone agree this is the same 4th kingdom found in chapter 2?

If so, does everyone agree that despite the use of very different symbols, there must have been something important that had taken place between the presentation of the 4th kingdom - from chapter 2 to chapter 7?

Does everyone agree that the 10 toes hidden within the iron feet of the 4th kingdom in chapter 2 represents the same 10 horns mentioned to "come out" in chapter 7?

If you agree so far, what has caused the 10 toes to now "come out" of the SAME 4th kingdom of pagan Rome in chapter 7?

And if we can identify this "cause" we should be able to identify the "timing" of this event within the 4th kingdom of pagan Rome.

From what I read, I understand the false prophet is the pope of the catholic church, not the antichrist. The antichrist is some politician who rises from obscurity like Hitler did (who I think is the prototype of the antichrist).

I just don't feel like talking about them right now, so you guys carry on!

There is a very important difference between the two. Look at how the Little Horn in Daniel 8 is described:

Daniel 7:8 - I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.

Now why in the world would God have to go out of his way to let us know to look for someone with eyes and a mouth? Since when do kings not have eyes and a mouth?

Look closer still. This particular entity has eyes 'like' a man. This suggests that whatever this entity is, it is *not* human.

Yes you are correct but have you noticed how much of those two chapters are devoted to this actor? Also, he is identified in chapter 9, and quite a bit in 11 along with 2 Thesalonians and of course in Revelation.

A title may appear only a few times while the power represented by that title remains central to the prophecy. Importance is determined by what God reveals about it, not merely by counting how often its symbolic name is repeated.

I think this is telling us the 10 horns are indeed 10 powers but this little horn is a man.

When does this power arise?

The Little Horn in Daniel 8 is associated with the 'Prince of the Host' and the daily sacrifice being taken away...

Daniel 8:11 - Yea, he magnified himself even to the prince of the host, and by him the daily sacrifice was taken away, and the place of his sanctuary was cast down.

My interpretation:

Prince of the Host: Jesus
Daily Sacrifice Taken Away: Crucifixion

That alone teaches us it happened during the times of Jesus.

From what kingdom or political setting does it emerge?​

This is given to us in great detail in Daniel 11. He is the King of the North that ends up as the 'last man standing' so to speak. The kingdom is the Roman Empire. Thus, it is most likely Octavian or a ruler that was around either when Jesus was born or when Jesus was crucified.

What conditions allow it to come to power?

Battle of Actium as described in Daniel 11.

How is it different from the powers that come before it?​

Octavian wins over the King of the South and becomes a type of world emperor.

What actions does it take against God, His truth, His sanctuary, His law, and His people?​

Through Herod, he tries to kill Jesus after he is born. Obviously, the Crucifixion and 70AD event are there as well.

How long does its influence continue?​

To this very day.
 
Why do you think the little horn in 7 is not the same as the little horn in 8?

I believe the Little Horn in Daniel 7 is the Image of the Beast. It has eyes 'like' a man. It is some sort of facsimile. He is something man made. Therefore, it is still future.

He is the 'deadly wound that is healed'. Little Horn 2.0 perhaps? He is the eighth of the seven:

Revelation 17:11 - And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

He was the Little Horn in Daniel 8, then he died, then he comes back as the wound that is healed.
