Then is the retrainer the Holy Spirit or not? The text states the restrainer will be "taken out of the way." And if the Antichrist is to rule over the entire planet, most likely through AI, human civil power must be subdued.

Yes, the restrainer is the Holy Spirit. While the Antichrist will rule over the governments of the earth doesn't mean that he owns the earth. The Holy Spirit will still be working in individual people like He always has. Without the presence of the Holy Spirit, none of us would know who God/Jesus is. He works in our hearts and minds when/while we're surrounded by corruption.

Then He's not taken away, quite the opposite, God will pour out His Spirit upon all flesh, that's the "latter rain". Holy Spirit can be removed, the Lord warned about it -

"Remember therefore from where you have fallen; repent and do the first works, or else I will come to you quickly and remove your lampstand from its place—unless you repent. "

There's nothing in the Bible to suggest that the Holy Spirit is "taken away" from the entire earth. Just taken away from restraining the power of Satan and his Antichrist any longer on the earth.

Where do you get the idea the antichrist will be a world ruler ???

If this was the case there would be no more wars during his reign

There's nothing in the Bible to suggest that the Holy Spirit is "taken away" from the entire earth. Just taken away from restraining the power of Satan and his Antichrist any longer on the earth.

That verse does not say that the Holy Spirit is taken out of the earth, just out of the "way" of Satan and his Antichrist revealing themselves and their power on the earth.

The restrainer in 2 Thessalonians 2:7 is simply God’s active restraint of evil continuing until He chooses to stop
God Himself is the one who restrains evil, pride, and lawlessness.
“The LORD restrains the proud, but gives grace to the humble.”Psalm 18:27

That verse does not say that the Holy Spirit is taken out of the earth, just out of the "way" of Satan and his Antichrist revealing themselves and their power on the earth.
If Satan is to rule over the whole earth, then the restrainer must be removed from the whole earth. "It was granted to him to make war with the saints and to overcome them. And authority was given him over every tribe, tongue, and nation." "“The waters which you saw, where the harlot sits, are peoples, multitudes, nations, and tongues." That sounds pretty much like the whole earth to me.

So, you believe that Satan and the Antichrist will be allowed to kill every Christian on earth during his reign? What's the point in having the 144,000 sealed Israelites evangelizing during the tribulation period then? You really think that people will be able to accept God/Jesus during the tribulation without the power of the Holy Spirit working through the 144,000 to bring more people to Jesus Christ?!

Scripture never teaches that Satan or the Antichrist will wipe out every believer; Revelation shows the Antichrist is allowed to persecute the saints (Rev 13:7) but God still preserves a remnant (Rev 12:6,14), still saves a “great multitude no one can number” during the tribulation (Rev 7:9–14), and still empowers gospel proclamation through the two witnesses (Rev 11) and even an angel preaching the eternal gospel (Rev 14:6).
The 144,000 are sealed and protected, not described as evangelists, and the Holy Spirit is never removed from the earth — only the restraint ends (2 Thess 2:7).
So people absolutely can and will come to faith during the tribulation, because God continues saving, the Spirit continues regenerating, and the Antichrist’s authority is real but limited by God’s sovereign hand.

I'm not a rapture believer, as I believe the scripture that is used to point to it is actually 2nd coming, not "rapture" related. So with that in mind:

I believe the "restrainer" is Jesus. Think about the context and the grammar used in 2 Thessalonians 2. The verse says "he" who is restraining. Why use the word "he" unless the "he" is someone they've already discussed. And the entire chapter is talking about Christ. Look at Christ as a whole. There are verses about Him restraining darkness (exorcisms), He literally gave His life for us, verses about only Christ determining what people are permitted to do because total authority was given to Him. Then you have Christophanies where 1 is Christ appearing to Joshua before Jericho and He is commander of the Lords army. What do commanders do of an army? RESTRAIN.

Now, I don't think Christ is literally removed. I like this translation better:
For already this separating from Torah is at work secretly, but it will be secretly only until he who is restraining is out of the way.

Not taken, just... not restraining. Which could be God's decision to do so due to judgement of the tribulation period.

The only people that can belong to the Church are people that act Christlike led by the Spirit.

So there is no falling away for the Church.

The falling away is the condition of the world in response to the truth which the nations governments came together to work for peace and stopped the preaching of the Gospel and the belief in a personal God on a world wide level.

Which allows the man of sin to be able to rule over them.

And the Church is not allowing it to go on but are fighting against iniquity.

It says until he be taken away.

Which it says he and not the Church.

Which God has to one day stop restraining the man of sin from appearing to deceive the world that does not love the truth so He can end sin on earth.

So the restrainer is the Holy Spirit until the time God is ready to end sin on earth.

If it says he that restrains who else could it be but God.

It is speaking of a single entity so it has to be the Holy Spirit.

Which God allows iniquity to go on for now restraining the man of sin from appearing to deceive the world but will stop restraining him when God is ready to end sin on earth.

For without the man of sin appearing the world would not get to the point of rebelling against the truth for God to end sin.

And it will be in its appointed time which could not happen in the past for it was not time and it cannot happen until the time of technology where he can affect the world.

God will not give up on the world until they give up on Him so He has to allow it to happen to end sin on earth.

But He is not forcing anyone to follow the antichrist but allowing them to make the decision.

The bottomless pit is a reference to Satan being on a leash which he can only deceive so much mainly through people.

Rev 17:10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
Rev 17:11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

The 7 kings, 7 heads of the beast are 7 kingdoms.

Egypt, Assyria, Babylon, Medo-Persia, Greece, Roman Empire, the 10 horn kingdom the world divided in to 10 sections with a leader in each section which they devour the whole earth, tread it down, and tread upon it.

And the 8th king, man of sin is of the 7 for Satan influenced those 7 kingdoms which they have much influence to impact people with falseness.

Satan is on a leash right now referenced as being in the bottomless pit and influences people who can influence other people.

But one day the restrainer will stop restraining the man of sin which the beast ascends out of the bottomless and Satan is off his leash as the man of sin to deceive.

When Jesus defeats the world the devil goes back in to the bottomless pit back on his leash which he is totally on a leash which he has no influence at all and the millennial reign will happen.

The “falling away” in 2 Thessalonians 2:3 is not the world’s political condition, nor a global cease‑fire, nor governments “stopping the preaching of the Gospel”; Paul says it is a religious rebellion — an apostasia — a deliberate turning from truth by those who profess it, not the Church itself, but the visible sphere of religion that contains wheat and tares (Matt 13:24–30).
The Church cannot fall away because Christ preserves His own (Matt 16:18), but Scripture is clear that many will depart from the faith (1 Tim 4:1), many will follow destructive heresies (2 Pet 2:1–2), and many will not endure sound doctrine (2 Tim 4:3–4); that is the falling away Paul describes, not geopolitical cooperation.
And the man of sin does not rise because nations “stopped believing in a personal God,” but because God removes restraint (2 Thess 2:7) and the world, already loving darkness (John 3:19), embraces the lie.
The saints are gathered to Christ after this rebellion and after the man of sin is revealed, but none of this requires redefining the Church as “only those who act Christlike,” because Scripture says the Church is those who belong to Christ, not those who perform perfectly (Rom 8:9).
The falling away is apostasy — not the collapse of the Church, not world peace, and not a political coalition — but the final religious revolt that clears the stage for the man of sin to be received by those who refused the truth.

Brother, you’re mixing truth with assumptions Scripture never makes: yes, the man of sin deceives all who refuse to love the truth (2 Thess 2:10), and yes, the “strong delusion” is God handing them over to the lie they already chose (2 Thess 2:11–12), but Paul never says God is “ending sin on earth” by letting the Antichrist appear, nor that the world must reach a certain technological stage before prophecy can be fulfilled; the text says the man of sin is revealed when the restraint is removed, not when technology advances (2 Thess 2:6–7).
God is not waiting for humanity to “give up on Him,” because Scripture says humanity already has (Rom 3:11; John 3:19), and He is not hoping they will choose rightly — He is judging those who refused the truth long before the Antichrist arrives.
And the idea that God is “not forcing anyone to follow the antichrist” is true, but incomplete: the lost follow him because they love the lie, not because they were neutral (John 3:20; 2 Thess 2:12).
