I know how to use a Slide Rule but... these are way more fun. 
Also I don't believe there is any Correlation of Homework to learning. Either people are going to understand the Material or not, simply completing tedious acts of paperwork does not make one absorb information any easier.
Though it does create a sort of work ethic.

It lived in OLD cars (pre-1980ish). It mixes the fuel and air which gets sucked into the engine. New cars have fuel injection and no carburetor.

Learning how to use a slide rule was required when I was in high school - back in the 1970's and 1980's - along with the requirement that calculators could not be used when taking tests (except for the [pre-calculus] "advanced math" class).
Back then - you did [almost] everything "long-hand" with pencil and paper...
Its basically an adjustable air valve that opens when you step on the throttle. It lets air into the engine's combustion chamber where it combines with the spray from the fuel injectors to create a volatile ratio of air and fuel that ignites when the spark plug creates a spark. Too much or too little air will affect the combustibility of the mixture so the carburetor must be adjusted precisely for the right air/fuel ratio.

I home school my children and they are not allowed to use calculators at all unless
it specifically calls for it on their work.

A friend of mine had to learn the hard way since his parents couldn't afford one. I think I was slightly more fortunate in some ways as the school provided one for is in class, if it was needed, I'd probably be in the same situation.
