A glitch with the camera.

Here are my guesses listed from most likely to not likely

1. Car headlight flare + motion + wet/snow reflection causing extreme overexposure

2. Electrical transformer/power line arc flash

3. Small roadside explosion or ignition

4. Camera artifact from a very bright light source passing very close

5. An angel wanted to take a selfie

It's easy for me to see what it is. there is a strong light source on your lense.

Its comforting to think that angels are around protecting you.
