Is it just me, or do others skip over comments that are filled with large font, bold, underline, colors, etc. that render the comment unreadable?

I skip them as well. Some do so to make a point, some do so consistently as a normal way of posting. Either way they get skipped.
Same goes for all caps.

Some do it to draw attention to or emphasize what they are saying. Some use it to put their own style on a post.

You ain't gonna stop them doing it. Might as well just roll with it.
