if a sociopath has no feeling and says what they believe will be the most liked answer,how do they get trully reborn?

While we can't know for sure, God knows a persons hearts and intents. Certainly God is able to effect anyone's heart and mind in an effort to bring them to Him. It may be more difficult with people like this but doesn't make it impossible.
