that proposal started with Reagan in the 80's actually. i figure we do have it -- something like it. our military has a strategic habit of pretending it doesn't quite have the capabilities it really has. the military has its own space program completely separate from NASA, with a semi-unknown budget. whenever anything is launched into space amateur astronomers all over the globe can see it, and anyone who looks at the sky carefully can track satellites. most of the military hardware in orbit, it's not publicly disclosed what it is and what its purpose is. a good guess is spy satellites for a lot of it, but who really knows what they've got going on up there?
