Every person born into the world and is without faith, will be judged by the standard contained within the OT letter of the Law. Like mentioned before, we all have consciences that tell us after the fact, sadly, when our hearts have been offended. The New Covenant actually deals with this very issue by the ministry of the Holy Spirit in writing the Lord's laws and commandments upon the tables of our hearts and minds; renewing our consciences to see sin as Jesus does, here a little, and there a little, as we make time for devotions in the word of righteousness with the Lord. In fact, until believers deals with their sins, he or she will remain babes in Christ; who are fed on the milk of the word until after they have matured by having had their senses exercised to discern good from evil.
Heb 8:9, 10 "Not according to the covenant that I made with their father in the day when I took them by the hand to lead them out of the land of Egypt; because they continued not in my covenant, and I regarded them not, saith the Lord. For this is the covenant that will make with the house of Israel, after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be unto them a God, and they shall be to me a people.
Gal 3:23-25 "But before faith came, we were kept under the law, shut up unto the faith that should afterwards be revealed. Wherefore the law was our schoolmaster to bring us to Christ, that we might be justified by faith. But after that faith is come we are no longer under a schoolmaster."
Heb 5:12-14 "For when for the time ye ought to be teachers, ye have need that one teach you again which be the first principals of the oracles of God, and are become such as have need of milk, and not of strong meat. For everyone that useth milk is unskillful in the word of righteousness: for he is a babe. But strong meat belongeth to them that are of full age, even those who by reason of uses have their senses exercised to discern good and evil.
