I think we are at the feet stage and my main candidate is the EU and its soon to be established EU Army.. The EU army will not include forces from all EU states but a limited number,, So the 10 toes on the foot i believe correspond to the 10 horns that are on the beast that the harlot rides in the book of Revelation.. These 10 nations will be partly strong ( Iron) and partly weak ( clay) ..
