He is currently in heaven seated at His throne at the right hand of God.

During the soon coming great tribulation he redeems the earth.

Man was redeemed by His blood. The earth is soon to be redeemed. After his second coming He sets up his throne on earth. The throne of David is re established.
But yes He is Lord of all creation. He rules from heaven

Acts 10:36 says He is Lord of all, does this just mean all humans, or is it extended to all humans and all angels, or is it meaning He is Lord of all creation?

the verse you are quoting is not a reference to all of creation. look at it in CONTEXT...meaning the rest of what is being said

here:

Of a truth I perceive that God is no respecter of persons: 35 but in every nation he that feareth him, and worketh righteousness, is acceptable to him. 36 [e]The word which he sent unto the children of Israel, preaching [f]good tidings of peace by Jesus Christ (he is Lord of all

Peter is speaking and referring to the fact that God intends salvation for all who will accept His Son...you can read the entire chapter for further understanding

in answer to your question though, yes, He is LORD of all...He created ALL and is LORD of all

15 He is the image of the invisible God, the firstborn of all creation. 16 For by him all things were created, in heaven and on earth, visible and invisible, whether thrones or dominions or rulers or authorities—all things were created through him and for him. 17 And he is before all things, and in him all things hold together.

18 And he is the head of the body, the church. He is the beginning, the firstborn from the dead, that in everything he might be preeminent. 19 For in him all the fullness of God was pleased to dwell, 20 and through him to reconcile to himself all things, whether on earth or in heaven, making peace by the blood of his cross. Colossians 1


All things came into being through Him, and apart from Him nothing came into being that has come into being. John 1:3

and many other scriptures also attest to this fact

Read colosians 1, 9-20. He is the Lord of all creation

He is the personal Lord to those who accept Him.

Since He created everything, that means logistically, He is Lord over all creation.

Yes, would be the answer...
