Matt 10:23 What does Jesus mean?

I am currently doing a crash course in refreshing myself with scripture and studying end times and I noticed this strange hint in Matthew 10 16-23

16 "Behold, I send you out as sheep in the midst of wolves; so be wise as serpents and innocent as doves. 17 Beware of men; for they will deliver you up to councils, and flog you in their synagogues, 18 and you will be dragged before governors and kings for my sake, to bear testimony before them and the Gentiles. 19 When they deliver you up, do not be anxious how you are to speak or what you are to say; for what you are to say will be given to you in that hour; 20 for it is not you who speak, but the Spirit of your Father speaking through you. 21 Brother will deliver up brother to death, and the father his child, and children will rise against parents and have them put to death; 22 and you will be hated by all for my name's sake. But he who endures to the end will be saved. 23 When they persecute you in one town, flee to the next; for truly, I say to you, you will not have gone through all the towns of Israel, before the Son of man comes.

Obviously Jesus is talking about sending his Apostles out to witness and spread the gospel and the persecution they will face. But then he strangely hints at his return and gives some sort of guide to measure? This is clearly aimed at a future time, our time.

From the time the persecution of them began (1st century) it would last until the time when the Son of Man comes.

In Matthew 10:23 "before the Son of man comes" refers to when Jesus comes back from the dead and into his Glory which is in Matthew 28:18 Then Jesus came to them and said, “All authority in heaven and on earth has been given to me.

Is it? I would encourage you to do a little more research, and a little less speculation. ;)

That passage presents a time-frame from the first coming of Christ until His second coming. So it not only includes the apostles but the whole Church. The persecution of Christians began in the 1st century and has intensified in the 21st century. The recent burning down of churches in Canada is a very serious development, while the governments stand by and encourage these attacks. The second coming of Christ is not too distant, but before that the world will experience the Tribulation and the Great Tribulation.

Yes, our church prophets have been talking about an event called 'The Warning' for about 500 years. All indications are that we are on the precipice of this event. Once it occurs, the tribulation will follow shortly afterward
