How are they qualified as witnesses?by keeping the covenant and his words.(water,Spirit)

they are not the only men to have kept His covenants and words, but the only ones to have been inside the shekinah and seen Who dwells in it
to that they are the only men qualified to witness, having seen with their eyes: that Christ is God

I know the water and blood are for remission.What you mean by water and spirit we do not because we have heard the witness of the blood and believe?

Spirit(Holy Spirit),the water(water baptism) and the blood(blood baptism) are needed for believers under the new covenant.They do testify on the earth like you say they do.But without the testimony of Jesus,we have nothing to bare witness of.His covenants on Mount Sinai, and on the cross are what we testify of.Through the Sword of the Spirit.
So,the word of God(Spirit) the water(old covenant) the Blood(new covenant)= his Two Witnesses.

The water is the word of God.
The spirit is the Holy Spirit.

Yes brother doctrine is often referred to as water in scripture. The doctrine tells us to get baptized for repentance and remission of sins .

baptism in water is a witness of christs death to sin and resurrection to God applies by faith to the believer who acts upon it

the word tells us about the water of remission according to the blood of remission based on the word of remission

but yes the word is referred to as water and spirit also fire , also truth . also a double edged sword , a blessing , a curse , also life and death , ect but what does the word say for us to believe and do ?

it’s also what created things and also what holds all things together. Even the lord God is called the word.

the gospel when it begins the word shows us the witness water of remission , the blood of remission and the spirit or word of remission. The word is what’s telling us of these three witnesses in a believers life.
