"God wants each of us to be able to understand the Bible. He never
intended This Wonderful Book to be beyond the comprehension of
the average believer. We know this from two passages of Scripture.
II Timothy 3:16-17 tells us that

“all Scripture Is Given By Inspiration of God, and
is profitable for...instruction in righteousness:
that the man of God may be perfect, throughly
furnished unto all good works.”

What kind of believer is going to find God’s Word understandable
enough to benefit from it in this way? I Corinthians 1:26-27 says,

“For ye see your calling, brethren, how that not many
wise men after the flesh, not many mighty, not many
noble, are called: but God hath chosen...the weak things
of the world to confound the things which are mighty.”

This passage reveals that the Savior did NOT intend His Word for only
the super-intellectual or those with extensive seminary training. On
the contrary, the Bible is intended to benefit you and me, the ordinary
“man [or woman] of God”
who has a genuine desire to learn from the
Holy Book He gave us.

If you know the LORD Jesus Christ as your Savior and the Bible
seems confusing, don’t get discouraged. It takes time to build a
working knowledge of the Scriptures.

Isaiah informs us that as “He [the LORD] teaches knowledge” it must
be done slowly:

“For precept must be upon precept...line upon
line...here a little, and there a little” (28:9,10). *

As we are patient and diligent about learning God’s Word,
The LORD Will reward us with a growing understanding...

True; I agree with you here.

Agreed.

You have missed the context of this passage and thereby misapplied it. God said this in response to people who refuse to listen to His truth, not to those who sought to learn it. While reading from verse 1 helps, verse 13 illustrates this clearly:

13 But the word of the Lord was unto them precept upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little; that they might go, and fall backward, and be broken, and snared, and taken.

As we are patient and diligent about learning God’s Word, the LORD Will reward us with a growing understanding...
Agreed.

Absolutely. "For you see your calling, brethren, that not many wise according to the flesh, not many mighty, not many noble, are called." 1 Corinthians 1:26

God wants each of us to be able to understand the Bible.
True. But the emphasis on being " a workman*" is rarely stressed (2 Tim 2:15). And God expects Christians to be "workmen" while "mining" the Word of God. Just like a miner who is mining for gold or diamonds expends a great deal of blood and sweat, the diligent student of the Word must do the same.

*Strong's Concordance
ergatés: a workman
Original Word: ἐργάτης, ου, ὁ
Part of Speech: Noun, Masculine
Transliteration: ergatés
Phonetic Spelling: (er-gat'-ace)
Definition: a workman

Usage: a field-laborer; then: a laborer, workman in general.

In order to "rightly divide" (correctly interpret) the Word of Truth, it is necessary to know the Word and also interpret it, using Scripture with Scripture. Faulty interpretation or misinterpretation has led to many errors and many cults. Today there are many Christians who want the Bible to be a textbook of theology rather than a divine revelation which requires spiritual discernment, and teaching by the Holy Spirit (1 Cor 2). So they begin to question things which are obvious.
