Many people do not know who/what the Holy Ghost really is, or how to recognize his presence (or lack thereof)...even in themselves.

Yes, that is a bold statement. Perhaps you even think it is wrong. But the bible shows that one person (or group of people) CAN discern whether another person (or group of people) have received the Holy Ghost...and WHEN they receive(d) it.

Here are two examples (so it's by the mouth of 2 or 3 witnesses):

Acts 8:15-18 KJV
Who, when they were come down, prayed for them, that they might receive the Holy Ghost: [16] (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.) [17] Then laid they their hands on them, and they received the Holy Ghost. [18] And when Simon saw that through laying on of the apostles' hands the Holy Ghost was given, he offered them money,​

Acts 10:44-45 KJV
While Peter yet spake these words, the Holy Ghost fell on all them which heard the word. [45] And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.​

Now, I've left off HOW they knew (for a few reasons) but I wanted to show you SCRIPTURALLY that it is possible to know. And those are 2 documented cases of other people being able to KNOW that someone had or had not received the Holy Ghost, and WHEN they did receive it.

No, in this first posting I didn't mention WHY everyone needs it. People who call themselves Christians shouldn't be arguing THAT everyone needs the Holy Ghost. But they distinctively need to be able to tell IF someone has received it. And most believers can't. They only CLAIM they can. But if you then ask "Does THAT (particular) church member have the Holy Ghost?" They couldn't tell you definitively. They could only tell you hypothetically, saying something like "Well, IF they've truly done or believed [insert doctrine] then yes." FYI: That means they don't know.

Not sure how to address your suggestion of a lack of thoroughness in my study without pointing to a lack of thoroughness in your own. (And it almost unavoidably sounds argumentative to do so)

My study has led to the conclusion that the Bible refers to the Spirit as BOTH it and He... which is why my first sentence included "who/what" instead of just "who" or "what".

Because you already acknowledged noticing the "He" aspect in scriptures, here is a reference to the "it" aspect:

Romans 8:16 KJV
The Spirit itself beareth witness with our spirit, that we are the children of God:

So both "it" and "he" are biblical.

Hi.. yes we do need someone to tell ask us. Its what they did in all through out NT. What they asked me and I was already saved. The 12/120 we do know they were all saved yet Christ told them to wait for the promise. What was that promise? Luke 11:13 "how much more will your Father in heaven give the Holy Spirit to those who ask".

Its in ACTS "But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth. " All those that waited were saved. Christ prayed to the Father for that promise.

So praise GOD to those that ask "have you received the holy Spirit since you believed? What the 120 already had it (sorry Him)? Me? I don't care if GOD said it? Yeah I WANT IT!

Since no one can be a Christian without the indwelling Holy Spirit (who is a divine person) what exactly are you promoting? The Holy Spirit is given as a GIFT to the one who repents and believes on the Lord Jesus Christ. So not only does every Christian need the Holy Spirit, but God gives Him as a gift to the believer. Then the Holy Ghost does many supernatural things within.

I'm not sure what you're intending to convey by that verse.

I know Paul was trying to convey that when someone is speaking BY A SPIRIT in a spiritual gift such as in PROPHECY, DIVERSITIES of tongues, or INTERPRETATION of tongues, you can use that test to discern which type of spirit the person is speaking BY. AKA Evil spirits will not state that Jesus is Lord, and the Holy Ghost will not state that Jesus is accursed.

Verse 1 is where he states that he is teaching regarding spiritual gifts and not just a general test of men. "Now concerning spiritual gifts..."

What would be evidence, is if you started praising God in a language you didn't know, and other people heard and understood what you were saying. Loudly making random noises with your mouth is just evidence that you're out of your mind.

Also, what Simon saw happening with those receiving the Holy Spirit is not specified; but what is specified is that earlier he saw Phillip doing great signs and miracles, which astounded him. I doubt Simon would have been so astounded by them speaking in a language that was unknown to him or anyone else. It's not very astounding, and no one would offer money for the ability to make people do that. In fact, if that was all they did, they probably would have been more impressed by Simon's sorcery and continued to follow him instead.

Many call themselves Christians. Does that mean they all have they have the Holy Ghost? Can you tell when they have (or haven't yet) received it? Because even Simon (the new believer) in Acts 8 could tell when other believers received the Holy Ghost (by simply watching it happen.)

When Paul is giving Timothy instructions as to the qualifications for an office in the church, he talks about character; not sign gifts. The way you know someone is full of the Holy Spirit is that he exhibits the fruit of the Holy Spirit. Because He, the Holy Spirit with in us convicts us of sin and of righteousness, and points us always to Christ. This is what is meant by the passage that say that we know because the Holy Spirit witnesses with our spirit that we are Children. And also, by the same Spirit we cry out ABBA, Father.
Its not hard to see that many who claim to exhibit the sign gifts do not even know Christ in any way. Its as simple as turning on anyone of so called christian tv stations.

Amen, brother Kelbey. The Holy Ghost is indispensable as a comforter and as an aid in understanding the Word of God. It's a crying shame that some muddy the waters by continually harping about their preoccupation with the gift of tongues. The Holy Ghost is imparted to all believers at the moment of new birth. The key is to acknowledge the Spirit and open the ears of one's heart.
