Romans 10:13
King James Version

13 For whosoever shall call upon the name of the Lord shall be saved.

Does this mean that everyone who has ever called upon the name of Jesus will be saved?
One very important Bible interpretation principle is to use the context, the verses around a verse--the chapter, the book, and the whole Bible--to interpret it.

Some years ago, a Jew asked me a question similar to the one below:

So Jesus died for your sins up to the point where you became a
believer? Well; what about your new sins, i.e. the ones you commit after
believing?

I appreciate the question because in his religion, Jews are never really off
the hook.

That's because Yom Kippur (when it's done properly) addresses only one
year's sins and no more than one year, i.e. it's only applicable to the past,
never to the future, viz: as soon as the annual ritual was completed, the Jews
immediately began accumulating sins towards the next Yom Kippur resulting
in a do-over of the same ritual all over again; year after year after year ad
infinitum, viz: Yom Kippur addresses only that part of a Jew's life that
they've lived up to that point; never to the part of their life that they haven't
lived yet. In other words: it addresses a portion of their life instead of their
entire life from start to finish.

In contrast: the past, present, and future of a believer's life is addressed
when they come to faith in Christ per Isa 53:6 because God, in some
mysterious way that I've yet to fully understand, accounts them joint
principals in His son's crucifixion.

Rom 6:3 . . Don't you know that all of us who were baptized into Christ
Jesus were baptized into his death?

Rom 6:6 . . Knowing this: that our old man is crucified with him

Col 3:3 . . For you died, and your life is now concealed with Christ in God.

NOTE: The word "concealed" is relative to old covenant atonements that
provided Jews with a liturgical means for covering their sins; in effect
obscuring them from view. Those atonements were far from ideal, whereas
Christ's is the cat's meow. (Heb 10:14-18)

Romans 10:13
King James Version

13 For whosoever shall call upon the name of the Lord shall be saved.

Does this mean that everyone who has ever called upon the name of Jesus will be saved?

I say
Some have given you good answers here -LeeLoving ----and some have not in my view --------

People need to read the Chapter and find out what the Context really is ----some are all trying to solve one piece of Scripture with your own thoughts and interpretation when if you read the Context ----if your Born Again it all really makes Sense ---what Romans 10:13 is saying -----and it really explains itself in the next few verses -----verses 14--15--17

Scripture will always answer Scripture ----you just have read it in Context ------

Roman 10 Exp B -----this is verse 14 --15-!7

Very important first sentence here -below -----it says -------before you call on the Lord you have to believe who He is -----and before you believe you have to hear about Him -----so that answers the OP question -----you need to hear the Gospel FIRST to obtain the right faith to believe in Him -------God the Father has drawn you and opened your Ears to Hear --and upon hearing the right Faith is inbirthed in you to believe ---

14 ·But before people can ask the Lord for help, they must believe in him [L How, then, can they call on one in whom they have not believed?]; and ·before they can believe in him, they must hear about him [L how can they believe in one of whom they have not heard?]; and ·for them to hear about the Lord, someone must tell them [L how can they hear without someone preaching to them?];

15 and ·before someone can go and tell them, that person must be sent [L how can they preach unless they are sent?]. [L As] It is written,
“How ·beautiful [or welcome; or timely] ·is the person [L are the feet of those] who comes ·to bring [proclaiming; preaching] good news

17 ·So [Thus; Consequently] faith comes from ·hearing the Good News [L hearing], and ·people hear the Good News [hearing comes; or the message/report arrives] ·when someone tells them [through the word/message] ·about [or proclaimed by; L of] Christ.
---------------------------------------------------------------------------------------------------------------------------

I am posting this from this sight ----which gives the Context -----

https://www.bibleref.com/Romans/10/Romans-10-13.html

Context Summary

Romans 10:5–13 explores how Israel's people have, for the most part, rejected God by refusing to trust in Christ. Instead of waiting for some new truth to fall from heaven, or float up from the abyss, they ought to recognize that truth has already been given. All who confess Christ as Lord, and believe in His resurrection, will be saved. This is true for both Jews and Gentiles.

Chapter Summary
Paul's heart is broken for his people, Israel. He prays they will be saved through faith in Christ.

Their enthusiasm for God is made useless by their attempt to be made righteous by their own law-keeping instead of by faith in Christ. What, then, is required to be saved?

One must confess that Jesus is Lord and believe that God raised Him from the dead. The same is true for both Jews and Gentiles.
God waits patiently for Israel to turn and believe.

What does Romans 10:13 mean?
Paul quotes from the prophet Joel in this verse, declaring that everyone who calls on the name of the Lord will be saved (Joel 2:32). In doing so, Paul accomplishes two things. First, he connects this truth to His statement in the previous verse that Christ, the Lord of all, gives His riches to all who call on Him, both Jews and Gentiles.

The idea of "calling on the name of the Lord," in this context, means those who turn to Christ in faith seeking salvation.

While not literally a description of a "sinner's prayer," Paul is referring to those who express the sentiment that a "sinner's prayer" contains.

This is the act of placing one's faith in Christ. This is crucially different from those Jesus described in Matthew 7:21–23, as those who use His name, but have no actual faith in Him.

Paul makes a second connection, as well, showing that Christ the Lord is in fact Israel's Yahweh from the Old Testament. They are one in the same.

All who call on Him in faith, both Jew and Gentile, will be saved from God's wrath against sin and will share in God's glory forever
----------------------------------------------------------------------------------------------------

I say
So just anyone calling on the name in Christ will not be saved ----they have to have the right Faith and Trust in Him to even call on His Name and that Faith comes by Hearing the Gospel being Preached by one who is sent to Preach it ------Which means your Preacher has to be a Born Again Preacher who is saved to Preach God's faith Words to you -------

A NON Born Again Preacher is away from Christ and they have not the right Faith to Preach and their preaching is of no effect to them or to others ------they are just spouting out words ---and using their own intellect to interpret scripture ----which cannot give you the Spiritual meaning behind the Logos Word ----

Human Faith is a non producing Faith -----Human faith relies on the 5 senses -----

God's Faith relies on the unseen -----and will produce what they Word says -----Believe and Trust in Christ and you will be saved -----

NOTICE :Faith is a SUBSTANCE -----the evidence of the things NOT SEEN

Right back atcha, BF.

Calvinism is not true.
Yes it is, its the Gospel which you scoff and reject in the name of calvinism. A person is spiritually dead to God until they are made alive, then they call upon His Name Ps 80:18

18 So will not we go back from thee: quicken us, and we will call upon thy name.

I didn't give an order. You said a person is saved in order to believe. A person must believe in order to be saved.
Yes A Person must be saved in order to believe. The order is first saved, then second the fruit believing.

This Folks is totally False doctrine --that is not what the Scripture says -here ----Salvation comes through Saving Faith First ------Saving Grace makes available Salvation ----Saving Faith receives it into your heart ------Without Faith you can't please God -------

Ephesians 2:8-9

I say Folks -----anyone spouting this False Doctrine is not from God ----they are taking Scripture and twisting it to suit their own agenda ---So I recommend you ---Run Forest Run -----

Perhaps regenerated sure. But salvation doesn't become effectual until one believes.

One very important Bible interpretation principle is to use the context, the verses around a verse--the chapter, the book, and the whole Bible--to interpret it.
There is one word that appears in your comment.

That word is the word, 'interpret'.

The way that someone understands the good news and the application of that good news. To their own lives and to the lives of others, reduces to the method of interpretation of the good news.

Context is vital but identifying the important truth statements (doctrine) is also critical.

A person can understand the context of a particular passage in a letter very well. Yet, that person may miss the importance of a specific passage.

Here is an example.

Why is the chapter, 1 Corinthians 15, so important in the New Testament?

God was working in my life long before I came to belief
Not according to scripture ------God knows your heart so God pulls on one's heart to come to Him -----but as far as working in our lives before we repent ---that Goes against what Scripture says -----iniquity and sin separate you from God ---so His face is turned from you and He does not hear your plea -----So if God works in the sinners life then God's word is a lie -----

Isaiah 59 AMP B

Separation from God

59 Behold, the Lord’s hand is not so short
That it cannot save,
Nor His ear so [a]impaired
That it cannot hear.
2
But your wickedness has separated you from your God,
And your sins have hidden His face from you so that He does not hear.

Micah 3:4
Verse Concepts
Then they will cry out to the Lord,
But He will not answer them.
Instead, He will hide His face from them at that time
Because they have practiced evil deeds.

From Got Questions ---read all

https://www.gotquestions.org/does-sin-separate-us-from-God.html

The Bible describes the unrepentant: “They are darkened in their understanding and separated from the life of God because of the ignorance that is in them due to the hardening of their hearts” (Ephesians 4:18). Sin hardens us. Ongoing sin is a series of decisions, each one choosing against God’s authority in our lives and substituting our own. Those decisions create a wall between us and our Creator because we cannot have two masters. Jesus said we “will hate the one and love the other” (Matthew 6:24).
Not only are we separate from God when we are ruled by sin; we are His enemies (Colossians 1:21). This separation from God created by sin dooms us to an eternity away from Him—except for one thing: Jesus Christ came into the world to save sinners (1 Timothy 1:15).

Regeneration is an aspect of Salvation Titus 3:5

5 Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost;

This aspect of Salvation is necessary before one can believe.

So how do you explain why some countries have an extremely low percentage of Christians in their population. Against countries with a much higher percentage of Christians within their population.

In a country such as Afghanistan, the population of Christians is extremely low at around 0.02%.

Whereas a country such as Brazil has a Christian population of about 90%.

Is God's choice based on racial factors?

Please read about King Nebuchadnezzar. Heh, you would deny God was working in the life of Saul before he became Paul.

You have to understand that God has a plan----God Chose certain people for His plan of Salvation to play out ----God never interfered in Saul's Life --Saul Killed Christians He persecuted Christians and God never interfered with that----and Saul was chosen by God to do His work -God had a purpose for Paul to execute His Plan to graft in the Gentiles ----God chose Noah ---Abraham etc because they already believe in God -----Jonah is an example of God interfering in his life for His purpose and Jonah refused to listen and God punished Him and then he did what God wanted -----

God sent Daniel to King Nebuchadnezzar.--------He was a wicked King ----God communicated to him through Daniel who was a faithful servant -----God never interfered with what this king did ----- He didn't try to stop his sinning ----

So you either believe the scriptures I quoted up thread or you don't ----you can't believe some of the Bible and discard other parts of the Bible ---you either believe all the scripture or you don't believe any of it ------all Scripture is God breathed -----

Yes, they were already were born by the word of God in their heart Rom 10:8

8 But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;
The word 'word' in this verse is not referring to the Word of God.
So what is it referring to ?
I will be happy to explain it after this headache goes away - please be patient.
Romans 10:

6 But the righteousness which is of faith speaketh on this wise, Say not in thine heart, Who shall ascend into heaven? ( that is, to bring Christ down from above: ) 7 Or, Who shall descend into the deep? ( that is, to bring up Christ again from the dead. ) 8 But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach; 9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. 10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

13 For whosoever shall call upon the name of the Lord shall be saved.

The 'word' that is 'nigh thee' - 'even in thy mouth' - is that [same] 'word' that [if thou] 'shalt confess with thy mouth the Lord Jesus'.

The 'word' that is 'nigh thee' - 'in thy heart' - is that [same] 'word' that [if thou] 'shalt believe in thine heart that God hath raised him from the dead'.

The 'word of faith' ['which we preach'] is the active expression of the exercising of belief-and-faith that is illustrated in verse 9 and explained in verse 10.

The word 'word' in verse 8 is not referring to the Word of God; rather, it is referring to the active assent of a person toward God with regard to salvation.

To 'call upon the name of the Lord' is to put forth the 'word of faith'.

Salvation comes through 'belief' and 'faith' - belief in the resurrection and faith in the Lord Jesus - acquiescence to God and confession that Jesus is Lord.
