do not agree satan had not been considering Job because satan was aware of the hedge. satan may not have been able to touch Job, but he was aware of the fact that he couldn't get near Job.God protects and blesses mature believers in the devil's world.

If satan had not been considering Job, he would have had to go check Job out ... then come back and indicate there was a hedge around Job ... but that is not what happened. Job knew right then and there.
I do not believe this passage indicates God "instigated" anything. God mentioned Job to satan, but it is clear from the discussion that satan had already considered Job.Interesting to ponder...
God instigated the idea of Satan testing Job.
Now there was a day when the sons of God came to present themselves before the Lord, and Satan also came among them. The Lord said to Satan, “From where have you come?” Satan answered the Lord and said, “From going to and fro on the earth, and from walking up and down on it.” And the Lord said to Satan, “Have you considered my servant Job, that there is none like him on the earth, a blameless and upright man, who fears God and turns away from evil?” Then Satan answered the Lord and said, “Does Job fear God for no reason? If I mention something to you ... ice cream ... and you go out and purchase and eat ice cream, I am not responsible for you going out and purchasing and eating the ice cream.
At the end of the day, satan is wholly responsible for his actions.
God is wholly responsible for preserving Job's life ... even though Job suffered loss and physical pain and suffering at the hand of satan.
