Yea you sort of know what you need to be dealing with regarding mental health issues, esp when people say things that don't make sense, or are acting aggressive. When people are off much needed medication and are self-prescribing other things, or drunk/drugging themselves, you really don't want to be putting yourself in danger or harms way, or other people either.
There is a reason why there are mental hospitals were people need to be locked up and isolated (temporarily) and half-way homes. It really is like quarantine. These people need regular support to overcome their issues but may not even recognise it themselves. They may need a doctor or nurse who understands these things and is compassionate. Churches don't want to deal with mental health problems because they are not equipped to deal with them.
It's also true that the 'great unwashed' are not welcome in some churches that are more like cliques, and the last thing people with mental health issues need is someone judging them not knowing what they have gone through. Churches are not rehabs and many people don't want to be preached at.
Not really sure you can do much about Pharisees in church though every church has got at least one or two of them on the church board. Shake the dust off your feet and move on from those who won't budge.
Regarding illegal immigrants I think the US doesn't really know how to handle refugees or the sheer volume of them but also, its only fair and right that they can't/don't open their doors to just anyone. People can and do smuggle drugs in that way and abuse their freedom.
In NZ we have migrant refugee settlements that offer a lot of help and support, but there is some disconnect because of the language barriers, where the refugee may have never spoken a word of English, or can't read or write, and this well-meaning English teachers are trying to teach them English but they themselves are not bothering to learn a single word of the migrants language.
