It would be nice to have a chat room than can be used universally on any device without the need for downloading.

I think it was when we underwent the platform change in May of 2018, such a thing came along with it, but it was very disruptive and, I think, abused. A number of people (how many I do not know) chose to disable it, and then eventually it was removed altogether.

Anyone could write anybody at any time through a messaging app, it opened in the bottom right hand side of the screen. I do not recall if only two people were allowed per convo or if it could be a group? But it was disruptive, because at least with a PM you can choose if and/or when to open it, but with that chat app, it was just there whenever anyone wrote to you. I disabled it right away.

The old site, pre-2018 had this. It was Flash based, but since Flash basically went bye bye, a new option was created using device types, the 2018 versions.
And since it's pretty much the norm anymore to require apps targeted for your device i doubt that'll change. Also there may be no viable option to create a universal app since that's not the direction of current tech. Such a thing would likely have to be web based, and again, tech isn't focusing on the web anymore, but apps.
Also considering the limitations that only one person is responsible for creating these, that further reduces the likelihood.
