The context reveals that Paul has urged prayer to be made for all men: for our Lord Jesus Christ had given Himself a ransom for all, and Paul himself was commissioned as a minister, to reach out to all men, without distinction. It is God's desire that all men be saved, and this required 'the knowledge of the truth'. It was this 'Truth' that he sought to make known, and it was towards this end that he sought prayer on behalf of all.
All will not be saved: for all will not believe and receive the knowledge of the truth with faith; but that is the desire expressed.

God wants everybody to be saved by coming to the knowledge of salvation through our Lord Jesus Christ.
However not all will accept Jesus Christ as their Lord and Savior, and even of those who do hear about the name Jesus maybe fooled into following a false Jesus as the Apostle Paul warned about in 2 Corinthians 11:4.
Apostle Paul shows that the truth in how one walks in the faith shows if they are a true born again believer following the Lord Jesus Christ. Even the Apostle John in his epistle of 1 John chapters 2 through 4 also show how one's walk must look in order to know one is following (abiding) with/in Jesus Christ unto salvation.

[ will have θέλει means desires. Jesus, our Savior, desires that all people be saved; even while He knows that it will not happen. This is the best Scriptural argument for free will. God is certainly able to cause what He wants to happen. If He elects not to make it happen; then a conflicting desire must be more important to Him. IMO the conflicting desire is that we love Him. Love can NOT be compelled.]

the continuation of this text, is shown at least two parallel elements, which says the same thing with different words:
"For {there is} one God, and one mediator between God and men, the man Christ Jesus;"
1 Timothy 2:5
"I will therefore that men pray every where, lifting up holy hands, without wrath and doubting."
1 Timothy 2:8
The first, says about the salvation through Jesus Christ for humanity.
The second, I see, if "men pray every where... without wrath and doubting" I believe it makes a great difference in the whole world, unfortunately it doesn't happens very often... can you imagine if every man pray without wrath and doubting?...
