We were once sinners on our way to hell with the judgement and wrath of God against sin. God made a way of escape by sending us His Son Jesus to pay for all the sins of the world because He loved the whole world.

Amplified Bible version John 3:16-18
For God so greatly loved and dearly prized the world that He even gave up His only begotten unique Son, so that whoever believes in.,trusts in, clings to, relies on, Him shall not perish (come to destruction,be lost) but have eternal everlasting life.

For God did not send the Son into the world in order to judge (to reject, to condemn, to pass sentence on) the world, but that the world might find salvation and be made safe and sound through Him.

He who believes in Him (who clings to, trusts in, relies on Him) is not judged (he who trusts in Him never comes up for judgement; for him there is no rejection, no condemnation--he incurs no damnation)
but he who does not believe (cleave to, rely on, trust in Him) is judged already (he has been convicted and has already received his sentence) because he has not believed in and trusted in the name of the only begotten Son of God. (he is condemned for refusing to let his trust rest in Christ's name)

Only after people of the world come to Jesus are they saved and called sons. Jesus promised that ALL who come to Him He will in no way cast out. (All who come) - not just some who come. That is the amazing promise of the GOOD NEWS of the Gospel of grace and truth that Jesus brought. He made it possible that anyone, any sinner who wants to come may come and receive the gift of eternal life. It is a gift offered to ALL. :)
 
The method God chose to bring salvation is through Jesus Christ. This method was chosen before the foundation of the world. Jesus Christ is God's elect. If you want to be a part of God's salvation, then get into the elect, get into Christ. Paul is writing as a saved believer to another saved believer using "us." God's purpose would be given to those who would be found in His Son, Jesus Christ. He chooses those that are "in Christ" to carry out His purpose. This is the reminder Paul is telling Timothy.
