If your heart is clear and you don't feel convicted against it, Romans 14:5 says to just be 'fully convinced in your own mind' that what you're getting honors God and doesn't go against His Word. At the same time, we have to be careful 'not to put a stumbling block in a brother’s way' (Romans 14:13), meaning we use our freedom in a way that respects others' consciences and doesn't lead them into a struggle.
It’s also helpful to know that the prohibition in Leviticus 19:28 was specifically about pagan mourning rituals and cutting the skin for the dead, rather than modern tattoos. Respectfully, please re-read my previous comment. I specifically stated that whatever we do must honor God and not go against His Word. I also noted that we must be careful 'not to put a stumbling block or obstacle in the way of a brother or sister' (Romans 14:13).
If someone gets a tattoo for the wrong reason, to cause another to stumble, or in a way that clearly doesn't honor God—like your example—of course that would be a sin. Using liberty in Christ as a 'cover-up for evil' is explicitly warned against in 1 Peter 2:16.
However, we must distinguish between clear biblical doctrine and disputable matters. While we are called to hold one another accountable for sins explicitly stated in Scripture, these 'gray areas' are different. Romans 14:1 advises accepting other believers without quarreling over opinions or non-essential issues that aren't core doctrines.
On these matters, the Word is clear that the conviction is between the individual and God alone:
- Don't Force Convictions: 'The faith that you have, keep between yourself and God' (Romans 14:22). We aren't called to force our personal standards onto another's conscience when the Bible is silent.
- God is the Judge: 'Who are you to judge someone else’s servant? To their own master, servants stand or fall' (Romans 14:4).
- Personal Accountability: 'Each of us will give an account of ourselves to God' (Romans 14:12).
- Freedom of Conscience: 'Each one should be fully convinced in their own mind' (Romans 14:5).
