I can confirm this with a high school friend who lives in Wichita Falls that a lot of technicalities that exist over there don’t exist in my blue state of Massachusetts.
Not sure what’s going on there but I hope and pray that you will navigate the layers of beurocracy and get whatever you need in God’s name.

I agree the Red state of Texas seems to have only rode the Red horse over the last several decades pretending to be Red Conservatives when in fact Red Texas ended up the first Red Communist State in the United States.
