Are souls to be perfected by Jesus for someone to go to heaven?

No. Believers are already seated in heavenly places in Christ Jesus (Ephesians 2:6). If you are not in heaven spiritually now, best get saved and born again.
The flesh, human nature, will never be perfect in the sinless sense before going to heaven. Some of the most famous people in the Bible, committed heinous acts, such as David and Lot. Before getting to heaven, all are flawed human beings.
The soul, at receiving eternal salvation, becomes sealed until going to heaven. By the Holy Spirit.
Ephesians 4:30 KJV
And grieve not the holy Spirit of God, whereby ye are sealed unto the day of redemption.

2. The second part is called sanctification and the Christian is supposed to put off the "old nature" and "put on" the new nature.
Most Christians make little or no progress with the second step. However when a person actually becomes a Christ, he receives eternal life at that moment and is destined to go to heaven regardless if he makes much progress in sanctification.

The book of life is the final determination of the judgement:

[Rev 13:8 KJV] 8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
[Rev 17:8 KJV] 8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.
[Rev 20:12, 15 KJV] 12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is [the book] of life: and the dead were judged out of those things which were written in the books, according to their works. ... 15 And whosoever was not found written in the book of life was cast into the lake of fire.
[Rev 21:27 KJV] 27 And there shall in no wise enter into it any thing that defileth, neither [whatsoever] worketh abomination, or [maketh] a lie: but they which are written in the Lamb's book of life.

Think, study and thank God for his full salvation, as we see in these two verses:
"May God himself, the God of peace, make you holy through and through, and keep you sound in spirit, soul, and body, free of any fault when our Lord Jesus Christ comes. He who calls you keeps faith; he will do it." (1Thess 5:23-24, REB)
Souls in Christ via faith in the atonement of Jesus are deemed perfect by God per Romans 3:21-5:10,
which begins the process of sanctification or growing toward moral maturity until the day they die and go to heaven.
