It seems to be a memory of something that his brother remembered from a western (and then told to Joe back in the 70's). It may also be a conflating of several words and lines from three different westerns, two by John Wayne and one by Tyrone Powers).In the end I believe it amounted to this, Biden didn't like the college student's question and he didn't want to answer, so he replied by changing the subject and by insulting her (by "spitt'n out words to see where they splatter" .. that is a line from a John Wayne movie

I believe this next election will show the liberals that their extreme behaviors has affected their voter base.

That insult from Biden was also a line from a John Wayne movie. Some journaliist researched that.
It is terribly sad to see how his mental faculties diminishing like this. And it seems the stress of the campaign is escalating the demise.
When Biden campaigned the first time for highest office it was in 1988. What I believe greatly torpedoed his chances then was when he was found to have plagiarized a part of his speech. I don't think he's been of honorable character ever in this game of politics. And I think his mental diminishment may be why Obama advised he not run this time for the 2020 nomination.
Maybe this last effort and how bad he looks and on a constant basis when making his public appearances and stomping for the nod is the last political notation on his legacy that in a sense is his reward for being your typical dirty politician.
I don't for a minute believe his activity in Ukraine on behalf of his corrupt son, apple not far from the tree (of good or evil?) , is the only dirt there is. I think he is arrogant and does the American people a disservice thinking with all that he may still remember as pertains to his shenanigans while serving as VP to the highest office, that he thinks he deserves to now take that seat so he can do it again.
Fortunately, and still sad to see anyone fail like this, he's showing even the most staunch Liberal that he's not worthy of winning the primary.

That is hardly the issue. The real issue is the TOTAL INCOMPETENCE AND CORRUPTION OF THE DEMOCRATIC NATIONAL COMMITTEE.
Why are these morons even being allowed to run for the highest office in the land? It is a disgrace to America to see these clowns wanting to be leaders of the free world.
Why was Hillary Clinton allowed to run when she should have been under investigation for many felonies? Biden and his son should also be under investigation right now. So should all the others.

I agree that the list of Democratic hopefuls running the campaign trail now is ridiculous. However, they have to put people from the Left on the stage so as to make it look like a fair race.
Sanders is going to be on the ticket. The rest are just getting the chance to add this to their legacy. They're all entirely unfit for office.
I'd wonder if Article 1 section 6 of the Constitution would provide that a mass effort of the people to seek arrest warrants is possible. Hillary for espionage, treason, obstruction of justice, and spoilation of evidence. Obama for treason, collusion to Hillary's espionage, since the server in her basement was by his order.
Biden and his son Hunter for international crimes, since Biden is still a Senator. Nancy Pelosi , Schumer, for Breach of the Peace, (Article 1 Section 6) and sedition.
And all those players committed to perjury from the bought and paid for by HRC Steele dossier, to perjury for the FISA court warrant, and all else I may have missed in the list.
