Bound to an unbeliever

1 Corinthians 7:12-15 If any brother has a wife who is not a believer and she is willing to live with him, he must not divorce her. And if a woman has a husband who is not a believer and he is willing to live with her, she must not divorce him. For the unbelieving husband has been sanctified through his wife and the unbelieving wife has been sanctified through her believing husband. Otherwise your children would be unclean, but as it is, they are holy. But if the unbeliever leaves, let him do so. A believing man or woman is not bound in such circumstances; God has called us to live in peace.

Question:
1. The words "not bound" - in that verse - means that in the eyes of God - it was not a marriage??
2. As the man/woman is not bound in such circumstances, does it mean that the believer can divorce the unbeliever who has left?
3. Can the believer remarry (to a believer, considering "not bound" to the unbeliever wife/husband) or does the believer have to remain divorced and cannot remarry?
 
Roman 7:2 For the woman which hath an husband is BOUND by the law to her husband so long as he liveth: but if the husband be dead, she is loosed from the law of her husband.
I believe in the scripture you posted that the word BOUND also means by the law. If the unbelieving spouse leaves then you are no longer bound to them ( by the law)

( there is a scripture that reads it is better to never have made a vow then to make a vow and not keep it).

The scripture about a non believing spouse appears to be directed towards those who heard the good news and repented but their spouse did not-- and that spouse simply walks away.
 
Just my opinion.

The marriage was clearly a marriage. The believer can remarry.

As far as divorce, it is the unbeliever who left, and there is no longer a marriage. Who exactly takes care of the paperwork involved in splitting is up to the courts. For legal reasons it might be the believer who does the filing.
